Australia runs a campaign advertising a literacy and numeracy support program using a jingle for a 1800 number that numerate people are not ever going to remember...

I was once asked to teach a group of 10 Khmers who could not speak ANY English.
An extremely difficult task, aggravated by the (western) employer who could/would not understand why one hour a week was worse than useless, it only made students more frustrated.
There is a good reason why most schools get local teachers to do beginner levels.
