The title doesn't specify what aspect of traffic you wish to improve. It could be safety, noise, air pollution, etiquette or something else.

Maybe the toll may reduce congestion because people will walk, cycle and drive motos to avoid paying 1000 riel per trip.

It is self-explanatory. It's now what I want to improve; it's what THEY wanted to improve.

Here's a quote, from the article I posted: The toll road, built by private contractor Phnom Penh Tollway, will aim to reduce congestion in one of the capital’s most traffic-heavy areas. The company is scrambling to finish construction before the end of the month.

They widened the road to increase flow, then they built a tollgate which will slow it down.

I don't understand why people are confused.

The only person here that is confused is you. Either early onset dementia or wet brain syndrome. You certainly are not normal.

Don't worry i figured it out when Vlad added bold and underlining. Some visual aids would be appreciated, though.

Whilst a toll booth is a potential bottleneck that will slow traffic, the reduction in the volume of traffic using the road may in fact decrease journey times.
