Don't think it makes much difference if you do it in PP or SV. As Jamie says, it's not worth going up to PP yourself to save money. Price varies, so shop around and you can always ask nicely if they do discount.
yeah its going to cost you at least $10 to get there and back if you use the cheap $5 big bus, plus 3-5nights accommodation waiting, i didnt mind as i co in-sided it with doing some boxing

i think i will always get it done in SHV in future now it was far less hassle, and cheaper, tbh ill be getting a 1year visa upon my return so its not something ill have to worry about too much

Any travel agents will do it. A lot of people use Ana Travel, I use San Travel on Beach rd parallel to Occheuteal Beach - any place selling tickets can probably do it for you so shop around. One time it was the guy who rented us a motorbike - he was also an ex-army or police. Never had problems, but obviously you need to be sure that you can track him/her down in case. So, any legitimate travel agency should do.

The visa thread (On the Road) gives the correct prices, but expect to pay a bit more. If it seems too much, say you'll think about and go next door. They will probably make you an offer before you get out the door - "special price for you" - if not, try elsewhere.

Just sent mine off yesterday at Mottah travel in SHV. $295. They said next Saturday after I paid as today (Mon)is a holiday, I will be in PP Sat so now probably won't get until the following Monday! No photos no business license needed!
