World Environment Day: Update! Illegal Logging has Finished.

Post by Anchor Moy »

On World Environment Day activists speak out, accusing the government of complicity in the destruction of Cambodian forests:
The government is failing to protect Cambodia’s forests, activists, civil society groups and students said during yesterday’s World Environment Day celebration in Phnom Penh.

About 500 people from around the country gathered for most of the day to speak about environmental issues, taking the opportunity to criticise the government for letting powerful tycoons and officials destroy forests with impunity.

“The government anti-logging policies have been in place more than 10 years, but natural resource extraction is not transparent – it is only for the [powerful] individuals and their clan,” Goldman Environmental Prize-winning activist Ouch Leng said in a speech. “Government officials are inactive because huge numbers of them run the timber business.”

Leng cited a study by his NGO, the Cambodian Human Rights Task Force, that found Cambodia’s forest cover dipped below 20 per cent between 2014 and 2015.

Despite the government’s pledge to eliminate forestry crime, the country is full of shops that buy questionably legal timber to make into furniture, he said.

“Not only my kids, but also Samdech’s [HE’s] grandchildren will not be able to see rosewood in the forest,” said Leng.

He also criticised timber buyers in the EU and US for enabling the deforestation...

Not a problem. Your/our kids along with [ HE's ] grandchildren will always be able to visit a museum to see what a Rosewood tree looks like,
along with pictures of them in the library and on the internet .
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.

Environment Minister Say Samal claims Cambodia has put an end to illegal logging and timber exports to Vietnam, despite reports of continued, and even rising, levels of forest clearing and timber being transported to the Kingdom’s neighbor...
“For the forestry problem, I can tell you today that on Environment Day, mass logging which we have seen has completely ended,” he said. “Mass logging, I can say that it is finished.”

It sometimes feels as if Cambodians really hate trees. They love cutting them down and seem to want to kill the Vietnamese for planting them in Cambodia.
The whole thing is endemic with the international contemporary 'get rich" campaign. Who needs a 300 hundred year old tree that has shaded the road for generations when you can have the latest smart phone or TV.
"Can you spare some cutter for an old man?"

Laos & Cambodia rosewood exports violate UN treaty

24th June, 2016

Laos & Cambodia violate UN treaty with illegitimate exports of endangered timber

LONDON: Criminality and corruption have swept a flood of endangered rosewood exports from Laos and Cambodia which fundamentally violate trade protections imposed by the UN Convention on International Trade in Endangered Species (CITES).

In the new report Red Alert, the London-based Environmental Investigation Agency (EIA) reveals that in the first 18 months of CITES Appendix II protection for Siamese rosewood (Dalbergia cochinchinensis spp), the two countries’ combined exports equalled 120 per cent of the largest known remaining populations of the species. The only known wild stocks are the 80,000 to 100,000 trees estimated to exist in Thailand in 2011.

Demand for rosewood to feed the voracious Chinese market in Hongmu reproduction furniture has pushed the species into such a crisis that it was given CITES Appendix II protection in March 2013.

International trade in Appendix II species may be authorised via export or re-export permits – but only if the relevant authorities are satisfied trade will not be detrimental to the survival of the species in the wild and that the timber is legal.

However, EIA’s report details how neither Laos nor Cambodia have credible inventories of remaining populations to justify any exports at all, or likely any evidence of legality, as required under the Convention.

EIA is calling for an immediate suspension of all trade in Siamese rosewood from Laos and Cambodia until they demonstrate trade levels are not detrimental to the survival of the species in the wild and that the timber is legal.

Failing that, EIA believes the vast scale of trade raises concern that a planned strengthening of the existing Appendix II listing – which EIA has advocated and Thailand has proposed to CITES – may not be enough to ensure trade does not lead to the effective extinction of Siam rosewood.

EIA Senior Forest Campaigner Jago Wadley said: “Laos and Cambodia have systemically disregarded the most basic legal safeguards of UN trade rules for endangered species in ways that seriously undermine the credibility of CITES, while edging Siamese rosewood ever-closer to extinction; CITES intervention is urgently required.”

In Cambodia’s case, the country has either incorrectly or illegitimately issued CITES export permits for most of the 12,202m3 of Siamese rosewood exported between June 2013 and December 2014.

Breaking news: Police admit illegal logging failure.
Image
The National Committee for Forest Crime Prevention has admitted that despite claims from a variety of high-level government officials that deforestation and illegal logging had been stopped entirely, the illegal timber trade was still ravaging the country’s forests.

In June, Environment Minister Say Samal claimed the “mass logging which we have seen has completely ended,” due to the work of the National Anti-Deforestation Committee (NADC), which was tasked with investigating and shutting down timber warehouses in the country’s northern provinces...

The NADC was harshly criticized by a variety of civil society organizations and news outlets, who said their raids often amounted to publicity stunts and had little effect on the illegal timber trade. Since its formation and closure, multiple news outlets have reported not only a continuation of illegal logging, but an increase, with logging companies allegedly becoming even more brazen in their tactics.

Police have been pictured repeatedly taking bribes at border checkpoints, even after the NADC claimed to have finished its work, and in June, police officials in Kampot province asked local residents for help in catching and stopping timber trucks openly transporting wood to Vietnam on a daily basis...

Several luxury-wood busts conducted over weekend

Police have made a series of busts of illegal first-grade timber in recent days, including one involving a sawmill that had been licensed by the government two weeks ago to resume its wood-processing activities.

Some 500 cubic metres of timber were discovered at the Sre Pok Wildlife Sanctuary in Mondulkiri’s Koh Nhek district during a joint operation by Mondulkiri provincial authorities that lasted from Friday until yesterday, according to the provincial court’s chief prosecutor, Long Hokmeng.

“The authorities who went down found about 500 cubic metres. We have not received the clear report yet . . . maybe Monday or Tuesday,” he said, adding that the investigations came after a tip-off from an official who had spotted some timber at the location.

In a separate case, 89 pieces of illegal first-grade timber were seized on Thursday at PSKV Construction Company, a sawmill that had been licensed to process wood for Yellow Field, a Kampong Speu economic land concession (ELC) granted by the government for sugarcane production.

What can you say ? Fantastic news ... Good to see that Mr Pheap is down on trafficking. Well done. :thumb:
Minister Says Timber Barons Agree to Stop Illegal Logging
by Aisha Down | October 7, 2016

Environment Minister Say Sam Al on Thursday identified three magnates involved in timber trafficking, including Prime Minister HE’s adviser Try Pheap, but said they had “agreed to stop” their illicit operations.

Mr. Sam Al declined to say whether any legal action was planned to address lingering allegations against Mr. Pheap, who had been named as one of the country’s foremost “timber gangsters” by environmental watchdog Global Witness; Lim Bunna, who has been linked to a number of illegal logging cases in Cambodia’s northeast; or Vun Bun Thai, a timber dealer recently connected to a large cache of luxury wood in Tbong Khmum province...
