- In these past months there has been a distinct increase in news reports of random drunk shootings by civilians, particularly in Phnom Penh, which has revealed the fact that an alarming number of civilians are carrying firearms. In the past, most drunks firing off their guns belonged to a certain elite, including members of the police and the army. That was not ideal, but at least you knew who to avoid when starting an argument.
The shooting incident this week, where a lawyer shot off the toes of a man at a noodle shop, is one of many recent cases where a firearm was used by a civilian who supposedly held a license to carry a weapon. The question is, who gave this license and why, when Cambodian law says that "the general public does not have the right to own a gun unless they are civil servants ranking at the general department director level or higher. "

A lawyer who shot and injured a man on Monday night at a noodle shop was charged yesterday with intentional acts of violence and unauthorised holding or transporting of weapons, although questions remained as how he came into possession of the handgun, why he had a gun licence and why, despite that licence, he is being charged with illegal weapons possession.

Police say 35-year-old lawyer Ith Pisithraingsey fired two rounds and hit one man in the foot in Phnom Penh’s Prampi Makara district on Monday.

But how Pisithraingsey came into possession of a handgun, let alone a licence, remained unclear yesterday. Chin Malin, spokesman of the Justice Ministry, said people can apply to the Ministry of Interior for permission to own a gun for self-defence.

“The decision to permit individuals or not to permit depends on the ministry and institutions, but the user needs to take responsibility before the law, in case it causes danger to other people,” he said.

Do they really need to ask this question!

He had a license because he paid enough to the right person...that’s how everything works in Cambodia.

There have been crazy gun-toting layers around here for as long as I can remember, this guy was a classic, if you Google him he was in jail loads of times for gun-related incidents, here just driving his Hummer all over the lawns in HE Park;

The same man that was drinking in the Riverhouse late at night, went outside to his car and got the gun from the glove-box, then fired 5 shots into the air. I saw the police pick up the 5 spent cartridges in the rain,, but I'm damn sure I heard 6 shots go off.

There were also reports in the Daily that he was involved in a business to dredge the Mekong to allow bigger container ships to get up to PP from Vietnam.
