There is probably a correlation between average income and IQ for these countries. Not that the country itself is necessarily poor, but if most of the population lack essentials like enough food, drinking water, health care, hygiene, education, they are still in survival mode. It's well known that children can't learn on an empty stomach.
So, these people are not stupid, they are being kept in a state of poverty that prevents normal mental and physical growth.

(But how does that explain the Australians ?)
