Rules for capital's colour coded zones simplified
Long Kimmarita | Publication date 29 April 2021 | 15:51 ICT
As the modified lockdown measures take effect on April 29, the Phnom Penh Municipal Administration has issued a directive that explains which businesses can operate in yellow and dark yellow [orange] zones.
In the directive dated April 28, Phnom Penh municipal governor Khuong Sreng said all businesses in yellow zones can resume operations, including food and beverage outlets, but they must practice health and safety measures.
“All markets, restaurants, food stalls, cafes, beverage shops, and all other food and beverage businesses in yellow zones are permitted – but all must be for take away,” Sreng said in the directive.
All businesses in the yellow zones must require their staff and customers to abide by Covid-19 preventive measures as directed by the Ministry of Health.
In dark yellow zones, food and beverage businesses can reopen but can only provide takeaway service. All business in red zones is forbidden.
Sreng instructed all of the capital’s 14 district administrations, the Phnom Penh Municipal departments of commerce and Tourism to check that all establishments in dark yellow zones do not violate these orders.
He said the directive will be in place for seven days from April 29 to May 5, when a new notice will be posted.

There might be 370 very wealthy families living within the red zone. Then add the average and the really poor.
There seems to be missing at least one zero at the end of those numbers!

Today in Siem Reap my wife went to go to the hospital (main one in old town). She was told she couldn't go as there was an outbreak there and it was "closed down" - which I believe likely meant locked down to visitors. Supposedly they have tested 15 people positive - not sure if that is all in the hospital or total for Siem Reap.
Now all of this was conveyed by a small group of policemen that may or may not have 100% of the information.

Mom Kunthear | Publication date 30 April 2021 | 10:57 ICT
Inbound airline passengers from Phnom Penh and Siem Reap into the coastal province of Preah Sihanouk will now be required to undergo 14-day quarantine, according to a decision signed by governor Kuoch Chamroeun on April 29.
«This measure is part of efforts to curb the spread of the virus in areas determined by the Ministry of Health as Covid-19 hotspots where transmission cases are linked to the February 20 community outbreak," said the decision.
Chamroeun said exemptions are granted to passengers in transit and those who need to visit a hospital, health centre or maternity hospital in case of emergency.
