What does Cambodia's cultural "Code of conduct" mean ?

Ministry's code of conduct for artists closer to reality
Wed, 28 September 2016
Sen David and Cristina Maza
[Excerpt]
The most recent draft of the code, which has been in the works for more than a month, has 12 guidelines, four of which were released to the press yesterday.

Article 4 of the draft, for example, states that artists must be devoted to the Cambodian nation, religion and monarchy, similar to the oath of office sworn by members of Cambodia’s armed forces. It also stipulates that artists must maintain their dignity, and be moral and virtuous in their choice of words, gestures and dress.

Other parts of the draft obtained by the Post encouraged artists not to dress in sexy clothes, or to use curse words or insult people. Doctors and teachers abide by a code of conduct, Sakona said, and so it will be “very good” for artists to have one, too.

But members of Cambodia’s artistic community expressed concern yesterday that the new code would be used to censor their work and stifle creativity.

Of course this is heading to censorship. Vague enough to nail anyone not sympathetic to the government.

Actress banned for sexy clothing

27 April 2017
The Ministry of Culture and Fine Arts’ disciplinary council on Tuesday decided to suspend a music video actress from working in the entertainment industry for one year after her refusal to curb her sexy clothing style – an action that observers yesterday said was “appalling” and “ridiculous”.

The punishment comes nearly a year after Denny Kwan was summoned by the ministry to be “educated” about her attire after photos of her wearing a revealing dress appeared on local media.

Chamroeun Vantha, an adviser for the ministry and chief of the disciplinary council, yesterday said Kwan was punished because she failed to respect a written promise she made with the ministry last May.

He claimed the sanction was in accordance with the ministry’s Artists’ Ethical Code of Conduct, which went into effect on February 23. Article 4 of the code encourages artists to dress with their personal dignity and national identity in mind.

“The council members decided to punish Denny Kwan by not having any activities in the entertainment industry for one year, such as filming, karaoke and singing performances on TV,” Vantha said on Tuesday. “Secondly, we appeal to artist associations, TV [station] and entertainment production owners to cooperate with the ministry to punish [her] by not giving her any work, like commercial spots and filming.”

Pon Putborei, spokesman for the Ministry of Women’s Affairs, said that as a public figure, Kwan doesn’t have the right to wear whatever she wants.
“She needs to be careful with our culture,” he said...

As a result of this "ban", Denny Kwan has made the international tabloids and her pics are all over the internet. Well done to the Cambodian Ministry of Culture for a successful global promotion of the singers global attributes. You could not ask for better publicity than this.

I can not really believe that you mean that. What was it that lead to you're corruption. Off color British brikkie humour? Benny Hill? Monty Python?

And who would determine to what degree of censorship should be imposed? Penalties for non-compliance? Shoud we censor stand-up comedy as well? :beer3:
