Cambodia Breaking News,(Phnom Penh) - On the evening of October 18, 2019, at 4:20 pm, an unidentified foreign man was arrested by police close to the National Assembly along White Street, in Tonle Bassac commune, Chamkarmon district, Phnom Penh.
The foreigner, aged about 40 years old, was riding in a tuktuk in the southbound direction, when a black Lexus 470, license plate number 2AC-7772, stopped the vehicle and removed the man by force. He was then bundled into the Lexus and removed from the scene.
The foreigner shouted for help, but the police officers claimed the arrest was in compliance with a warrant issued by Phnom Penh court. This has not yet been confirmed officially. The whole operation happened very quickly. From the photos, it is also hard to confirm which branch of the police carried out the operation.

Amnesty International has received reports that a Turkish-Mexican dual national, Osman Karaca, has been forcibly disappeared following his arrest by the Cambodian police on 14 October. Osman Karaca is the former director of the Zaman International School in Phnom Penh. According to his wife, he was arrested by counter-terrorism police on 14 October 2019 in Phnom Penh in response to a request by the Turkish authorities to the Cambodian government. This arrest occurred in the context of an international campaign of political reprisals against Turkish nationals living abroad by the government of President Recep Tayyip Erdoğan. Mr. Karaca is a dual citizen of both Turkey and Mexico.
Since Karaca’s arrest, his family members have not been provided any information as to his fate and whereabouts. There are serious concerns regarding his safety and the protection of his human rights.

He's a turk, and has a Mexican passport.
Seemingly, the turks tipped the khmer off that he was traveling on a fake Mexican passport and had him arrested.
Then the Mexican embassy in Vietnam intervened and sent consular assistance to prove he was Mexican and had a genuine passport.
This precipated his release.

Cambodian Interior Ministry spokesman Khieu Sopheak could not be reached for comment. Police spokesman Chhay Kim Khoeun declined to comment. Turkey’s Embassy in Phnom Penh did not immediately respond to a request for comment.

The Turkish Embassy in Phnom Penh attempted to deceive Cambodian authorities to extradite Osman Karaca, a Mexican citizen of Turkish origin, due to his alleged ties to the Gülen group, the Nordic Monitor news website reported.
The Turkish government accuses the Gülen group of orchestrating a 2016 coup attempt. The latter denies any involvement.
To secure his release from detention and ward off an attempt at an illegal extradition, the Mexican Embassy in Hanoi, accredited to Cambodia, had to convey a note verbale to prove Karaca’s Mexican citizenship and attached a copy of his passport in its communication to Cambodian authorities.
Karaca was detained in Phnom Penh on Oct. 14, 2019 by the Cambodian counterterrorism police at the request of the Turkish Embassy. According to the police report, the Turkish diplomatic mission provided a false notice to the police and accused Karaca of holding a fake Mexican passport, resulting in Karaca’s detention based on the embassy’s fabricated argument. The Turkish Embassy then demanded his deportation due to the lack of an international travel document.
The Mexican foreign ministry, its diplomatic mission in Hanoi and its honorary consulate in Cambodia are currently working towards ensuring the release of Karaca, a prominent businessman who acquired Mexican citizenship in 2018. Friends from the National Autonomous University of Mexico have already launched a campaign to prevent the extradition of Karaca to Turkey.
