Based on the report, there are three options for the expressway construction, and according to the ministry, the government will thoroughly study the three options in order to choose a proper one by taking into consideration social and economic impacts and construction budget.

Phnom Penh-Bavet Expressway Project Enters Framework Agreement
AKP Phnom Penh, November 10, 2022 --
The Ministry of Public Works and Transport (MPWT) and Chinese Road and Bridge Corporation (CRBC) have reached the framework agreement on the construction of an expressway connecting Phnom Penh capital to Bavet city of Svay Rieng southeastern province.
The signing ceremony took place here on Nov. 10 between H.E. Sun Chanthol, Senior Minister and Minister of MPWT and a senior representative of the Chinese firm.
Speaking at the ceremony, H.E. Sun Chanthol said that the 138-kilometre-long Phnom Penh-Bavet Expressway project would cost some US$1.6 billion.
The construction is set to break ground next year and would take four years to complete, he added.
The construction of the second expressway is important in facilitating and improving people travel and goods transport, he stressed.

Re: Vietnam mulls US$701 million Expressway to Cambodia
Vietnam's record for unfinished, underfunded mega projects is vast: Hanoi Metro, HCMC Metro, Long Thanh Airport, numerous expressways and many, many unfinished buildings. Good luck, Cambodia.
Re: Vietnam mulls US$701 million Expressway to Cambodia
The signing above has nothing to do with Vietnam. Chinese company and Cambo government.
People of the world, spice up your life.

Note the thread topic, a VN expressway from HCMC to Moc Bai, to linkup at the Cambodian border, across from Bavet City. The Viets haven't even achieved site clearance yet and the cost has already soared from the original project price. The Cambodian/Chinese project will likely finish just outside an empty plot of VN land.
