I kind of doubt the choice was between a western bar and a Cambodian restaurant. I suspect so long he was in Cambodia that he wanted to try Cambodian food, and frizz has (or had) a reputation as a good starter place for tourists wanting to try 'authentic' Cambodian food. I figure the choice was between restaurants like Malis, Romdeng and frizz, and for whatever reason they chose frizz, which just happens to be next door to Freebird.

Yep, believe it or not, it's quite normal for foreign diplomats to actually try local cuisine vs food from their home country...
