I have been known to do some strange things while under the influence, but I have never had the energy to scale a wall.

The "wall" is about 10 inches high on the road side.
Silence, exile, and cunning.

I imagine it’s a case of he’s full of drink (coming out of a nightclub at 03:00am) he’s staggered/stumbled and fallen over what is basically a kerb (no way can that be described as a wall) and into the canal.

It's much easier for the competent authorities to say he jumped in - i.e. death by through misadventure - than admit that he fell in, that the tiny "wall" is unfit for purpose and is more of a tripping hazard than a protective structure.

A simple post and horizontal bar structure to 4 feet would do the job well enough. But that means them spending public money for public good as opposed to stealing it.

They resurfaced and nicely painted Norodom because that's where foreign dignitaries and other big wigs are motorcaded through. They very recently resurfaced the small stretch of road out the Cambodiana Hotel just in time for many of the recent Asean delegates to check in. Who owns that hotel? The Royal Group. In must be nice to be connected.

Meanwhile everyone else can take a jump in the canal - literally.
