Two women, one foreign,one Cambodian, injured in Phnom Penh road accident

Phnom Penh - Ambulances were called to an accident scene when a Cambodian woman on a motorbike reportedly hit a foreign woman who was crossing Sihanouk Boulevard in front of the company Mobitel, BKK1, Phnom Penh at around 8:30pm last night (19 February 2018).
Both women were badly injured according to witnesses at the scene.

Never trust the zebra crossing. Should be stamped on the tourist visa. I always hesitate to stop for pedestrians as I've been hit from behind by idiots going too fast or on their phone.

Anyone know if you supposed to stop at a pedestrian crossing under the traffic law?

Article 26: When there are pedestrians crossing, drivers shall implement the following measures:
1. In all cases, drivers shall stop their vehicles when there are pedestrians
crossing or about to cross at the zebra-crossing for pedestrians.
2. At road junctions or places near road-railway junctions, drivers are forbidden
from interfering or blocking pedestrians who are crossing the road, even at places where there is no zebra-crossing for pedestrians.

When crossing at a pedestrian crossing, flip your phone/ camera onto video record and point it at the traffic coming towards you . Most, but not all will stop.
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.

An alternative news source says there was a group of foreigners crossing the road when the victim was hit.

Phnom Penh:
According to the source, before the incident the foreigner women and few friends were walking across Sihanouk boulevard. Suddenly, a Scoopy motorbike driven by a Cambodian women at high speed hit a foreigner woman, causing both of them (motorbike driver and a foreigner) to get seriously injured; they were both taken to hospital immediately.
After the incident, the police took the motorbike belonging to the Cambodian woman to keep at police station while waiting for the result of the investigation.

Sounds like the Cambodian lady could and should be charged with negligence driving.
