I honestly thought they were holding him for the outstanding warrant, didn't he get picked up pretty much as soon as he made it across the border once it all kicked off? Surely his crime in Cambodia is outside of Vietnamese jurisdiction?

Dutch Plantation Owner Denies Knowledge of Child Torture

A Dutch plantation owner on trial for concealing evidence of his Vietnamese boyfriend’s alleged torture of a toddler denied on Wednesday that he had prior knowledge of the crimes or assisted his partner in fleeing the country, according to officials.
Stefan Struik, 53, was arrested in December after allegedly helping his boyfriend Nguyen Thanh Dung, 34, flee his Mondolkiri province cacao plantation to Vietnam.
Video footage posted to Facebook allegedly shows Mr. Nguyen torturing a small boy, including shocking the child’s genitals with an electric prod. Police later established the video had been shot on Mr. Struik’s plantation, where the boy’s parents lived and worked.
During questioning in court on Wednesday, Mr. Struik said he didn’t know about the abuse until after the videos were leaked to Facebook, according to an Interior Ministry police officer who spoke on condition of anonymity, as he was not authorized by the ministry to discuss the case with the media.
Mr. Struik admitted to encouraging Mr. Nguyen to flee to Vietnam, but denied assisting him, the official said...

However, Struik knew about the crime BEFORE the video appeared on Facebook, because he and his boyfriend were being blackmailed by his boyfriend's cousin. She put the video online when they refused to pay for her silence. From earlier in the thread:

This story broke with the arrest of Stefan Struik in Kampong Cham, and at the moment of his arrest he was with two Cambodian men. The original title reflected this. But, subsequently, it was shown that the Cambodians were not involved in this case in any way and were released without being charged. The Vietnamese boyfriend, TrangDung, had already fled the country when Struik was arrested. Looking back, it looks plausible that Struik knew they were both sought by the police, and that he deliberately went to Kampong Cham from Mondulkiri to occupy police attention while the Vietnamese guy fled to Vietnam. This is just speculation, but in that case Struik was aiding and abetting a wanted suspect. Struik may well have just assumed that he would talk his way out of the problem, since he has Cambodian citizenship and presumably money and connections.
He assumed wrong, and he has been held in custody since his arrest in early December 2016.

I remember reading that he was only facing a 2-3 year sentence there because most of his actions just fell under a general physical abuse of a child type offense.

I thought that was the case as well but couldn't remember details. It is very unlikely he will ever come back to cambodia to face the full sentence handed down here (which I believe is to lenient for his crimes).
