A Cambodian company bought all the schools linked to Fetullah Terrorist Organization (FETO) in the country in November, a Turkish education foundation said on Tuesday.
Turkey's Maarif Foundation (TMV) said that Zaman University and its four affiliated schools linked to the FETO were bought by a local firm and renamed as International Paragon University, as part of a cooperation in the fight against FETO, the terrorist group behind the 2016 defeated coup in Turkey.

During his visit to Turkey in October, Cambodian Prime Minister HE assured Turkish President Recep Tayyip Erdogan of his country's cooperation in the fight against FETO.

The two countries also signed a cooperation deal in the field of education. The agreement came into effect on Dec. 11.

TMV board visited Cambodia after Sen's visit to Turkey in October and warned the Cambodian foreign and education ministers of the FETO threat.

Cambodian officials told Turkey that there is no Turkish national studying or teaching in the schools and that all of them have already left the country.

The article below dates from December 2017. Cambodia seems to have been one of the last countries to hand over the Zamen schools administration to the Turkish government organization, the Maarif Foundation.
‘All FETÖ-linked schools in Senegal now closed’
All the schools in Senegal linked to the Fetullah Terrorist Organization (FETö), the group behind last year’s defeated coup in Turkey, have been closed, with three placed under a new Turkish administration.
The Maarif Foundation was established after the July 2016 coup attempt in Turkey to take over the administration of overseas schools linked to FETÖ. It also establishes schools and education centers abroad.

To date, it has taken over dozens of FETÖ-linked schools in the African countries of Somalia, Guinea, Niger, Sudan, and the People's Republic of Congo.

Paragon International University (Khmer: សាកលវិទ្យាល័យអន្តរជាតិផារ៉ាហ្កន), previously known as Zaman University (សាកលវិទ្យាល័យ ហ្សាម៉ាន់), is a private university located in Phnom Penh city, Cambodia.
The university was founded in 2010 by Ali Kokten, the former Chairman of Zaman International School (ZIS) (which has three campuses: nursery and kindergarten, primary school, and high school).[1]

They have a new sign at the front of the school which says "PARAGON INTERNATIONAL SCHOOL".

One of Cambodia’s top international school systems has quietly changed hands amid the Gülen controversy.

Zaman International Schools, flagged by Turkish officials for its alleged connections to the Fethullah Gülen movement, innocuously changed names and hands at the year’s end, after Turkey promised to boost bilateral trade with Cambodia beyond $1 billion.

The international school system, which is one of the more established and most expensive in Cambodia, was recently bought in full by Chea Sophakanny, a Cambodian business owner with deep connections in the government. Both the grade school and university still go by Zaman on their website and Facebook page, but the registered name changed to Paragon as of November 13, according to Commerce Ministry records.

Sophakanny assumed full control over the school system at the end of 2018, after becoming the majority shareholder in 2016. She is the daughter of Cambodia’s Land Minister Chea Sophara and wife of Eang Sophalleth, an adviser to Prime Minister HE. The school shares its new name — Paragon Education Co. Ltd. — with Sophakanny’s collection of construction, property development, and mining services, Paragon Professional Services.

Turkey continued its struggle against FETÖ with new arrests announced on Friday as reports said Cambodian authorities detained a senior figure of the terrorist group

Turkey's pursuit of justice concerning members of the Gülenist Terror Group (FETÖ) continues with new arrests as the country seeks cooperation from foreign allies in the fight against the group that killed 251 people during the July 15, 2016 coup attempt.

Cambodian police have arrested the Turkish-Mexican former director of a school run by FETÖ, Reuters reported on Friday. Osman Karaca, former director of the Zaman International School linked to FETÖ, was arrested on Oct. 14 in the capital Phnom Penh, the news agency reported.

The Mexican Embassy in Vietnam —it does not have one in Cambodia — confirmed the arrest in a letter and asked Cambodia's Interior Ministry to provide information and let him communicate with a consul. Karaca, who was born in Turkey and holds a Mexican passport, was the director of Zaman school until it was sold last year and has since been working as an educational consultant for the school, his wife told Reuters.

Turkish media outlets had reported that Karaca was one of the top figures, "a country representative" for FETÖ in Mexico after he was "assigned" by senior cadres of the terrorist group to that duty, following the 2016 coup attempt. The attempt was the most brutal bid by FETÖ to seize power and came three years after it first attempted to topple the government under the guise of an anti-graft probe by its infiltrators in the judiciary and law enforcement. Soldiers loyal to the terrorist group indiscriminately killed civilians, soldiers and police officers opposing them hours before a strong public resistance stopped the coup attempt. Since then, tens of thousands of people were arrested or detained and security forces carry out operations almost on a daily basis to capture FETÖ suspects.

Turkey, which signed a security cooperation agreement with Cambodia earlier this year, seeks cooperation from the Asian country in its international fight against the terrorist group. Last year, Foreign Minister Mevlüt Çavuşoğlu has said they asked for the extradition of three high-profile members of FETÖ from Cambodia but he did not disclose their names. Turkey had earlier issued extradition requests to Cambodia for Mehmet Hanefi Sözen, a prominent member of the terrorist group.

The Mexican Embassy in Hanoi informed the Cambodian interior and foreign ministries of Karaca’s nationality status and shared a copy of his Mexican passport via a note verbale dated October 15. The embassy also reminded Cambodian authorities of the Vienna Convention on Consular Relations of 1963, in particular Article 36, as well as the commitment of the Mexican government to provide consular protection and assistance to its citizens.

Article 36 of the convention states “Consular officers shall be free to communicate with nationals of the sending State and to have access to them. Nationals of the sending State shall have the same freedom with respect to communication with and access to consular officers of the sending State,” adding that “consular officers shall have the right to visit a national of the sending State who is in prison, custody or detention, to converse and correspond with him and to arrange for his legal representation.”

In that regard, the Mexican Embassy urged the ministries to provide information on the current legal situation of its citizen, Karaca.

The Cambodian Code of Criminal Procedure governs the extradition of foreign nationals. According to Article 573 of the code, “an extradition order may not be issued where the prosecuted facts are of a political nature.”

This is what embassies are supposed to do. Protect their citizens from illegal arrest, detention, and extradition. Not feed, care for, and fly back home sun burned, drugged out, homeless citizens who are now living on the streets of Phnom Penh.

Kudos to the Mexican embassy. Not even based in Cambodia, they went to bat for him from Vietnam.

This might be a high unpopular opinion, but it’s mine as the eternal tourist to the KOW.

Phnom Penh, Cambodia - Turkey's intelligence agency has arrested a Turkish-Mexican dual citizen in Cambodia and brought him back to Ankara, state-run media reported, as human rights groups urged Phnom Penh to confirm Osman Karaca's whereabouts.

The Anadolu news agency, citing anonymous security sources on Saturday, said Karaca was arrested on charges of "founding and masterminding an armed terrorist organisation".

The agency described Karaca as the "Mexico Imam" of the movement of Fethullah Gulen, a United States-based religious leader Ankara accuses of orchestrating a failed coup in 2016.

Karaca's wife, Grace, said her husband was arrested by police in the Cambodian capital, Phnom Penh, on October 14. She has not been able to contact him since.

Following the Anadolu report, she said she has to receive confirmation that Karaca had arrived in Turkey.

"My husband is innocent, so they don't have any case against him," she said in a phone call from Mexico, promising to "fight back".

Expressing fears Karaca may be mistreated by Turkish police, she said she was afraid of going back to the country. "I'm afraid of also being arrested, because I'm also a Turkish-Mexican citizen."

Karaca worked at the Zaman International School in Phnom Penh, now Paragon International School, from 2002 to 2011, becoming the director of the school in his last year. The school was sold and renamed last year after pressure by the Turkish government for alleged links to Gulen, his wife said.
