UPDATE
Siem Reap: The motorbike company that rented out the quad to the foreign couple has agreed to pay compensation to an injured police officer after an accident on June 26. The officer was severely injured and he is still in a coma.

The Siem Reap Governor, Khim Bunsong, has issued a letter asking rental businesses to stop renting vehicles to foreigners in Siem Reap province.

Interesting. I seem to recall that some years ago they banned tourists from renting motos.
Also, I think there was also a rule that you could have only one tourist per motodop. So, a couple would need to hire 2 motodops.
