How does a person become a colonel in the army when they can't handle a gun, and then why is he carrying a gun he can't use?

It would be shameful if the authorities put enough spin on this to make it an accidental shooting with no penalty.

On the other hand, a colonel in the armed forces hit a moving target with one shot*, and could under other circumstances be rewarded for his ability.


*the unlucky victim (despite suggestions of criminal activity of his own) just happened to encounter one of Cambodia’s few capable armed officers.
Almost an example of karma.

don't forget that the army guy shot a moving target on a motorbike, hitting him squarely in the back of his body at more than 100 metres distance with a single bullet, AND without shooting any bystanders.
:santa:But by all means, let's say that the fatal shot was an unlucky ricochet fired by an inept Colonel Klutz ,who just happened to be passing by the scene, and thought that he would assist the police by firing off his pistol in the general direction of an unknown man on a motorbike.

I predict that Colonel Klutz will get off with a warning to be more careful in the future.

Funny how the story is being rolled out..
The suspect claimed that he thought that the victim was a thief, because he had bumped into the suspect’s vehicle and then acted in a ‘suspicious manner’ and tried to flee

The suspect claimed that he shouted at the motorcyclist but he did not stop.

The suspect then pulled a gun and shot the man dead in broad daylight, in front of horrified onlookers.
Then
People were shouting “thief, thief” as police chased the man, Rithy Chetra, 24, on Wednesday. The soldier, Sao Sokhon, 40, was driving past in a car and got out to help the authorities, Santhoth said.

But in helping, he didn’t have enough technique which caused [his gun to] fire. According to witnesses, he fired into the ground but the bullet ricocheted,” he said on Friday.
So, it's initially reported as a 'road rage' incident to one of 'helping the police'..

So the question is: Did the suspect shoot the man because:

1. he was pissed off that he bumped into his car

2. he realised from the crowd the man was a thief and thought he would 'help' out

3. both of the above

If I was a betting man, know where I'd put my $$ on.

It is pointless trying to pick holes in a story that continues to mutate with the latest bunch of bullshit. It will disappear soon, never to be heard of again. Like the victim.

Just know this: if you were standing there and Dirty Harry had missed the target and killed you, he would still get away with it. You would be blamed; you must have distracted him so it's your fault.

Was sentenced to 1-3 years for involuntary manslaughter -

Accidentally pulled out his gun , accidentally aimed at the guy and accidentally pulled the trigger.

This cunts ego was the cause.
