Very confusing account of events.

If the victim was rear ended by the Lexus why would he have to drive in front of it to prevent its escape?

It appears the perps pretended to cooperate and make offers of reparations only to catch the victim off guard. The latter seems to have pocketed his piece sometime during the negotiations, thus affording them their opportunity.

Pretty sicko to assassinate someone over a minor accident. Must be another part of the story missing.

I don’t know...Cambodia has frequent tales; Khmer, Chinese, and the odd barang or two, venting their feelings in explosive manner. There’s little to suggest it’s much more than that. Another sad sorry wild east tale at present.

Cambodia News, Phnom Penh: Police have finally arrested a suspect in connection with the shooting death of Reth Sineth (Nhok), deputy director of the Bureau of Minor Offenses of Phnom Penh Municipal Police.
The arrest took place at a rented house near the pagoda of Tuol Ta Ek pagoda in Otakham 1 village, Sangkat Tuol Ta Ek, Battambang city on January 3, 2021. The operation to hunt down the suspect was carried out by the competent force of the Criminal Police Department of the Ministry of Interior in cooperation with the Battambang Provincial Police.

Authorities said that the arrested suspect, Ke Chanmean, was the driver of the car. The assailant, a gunman named Ren, has not yet been arrested and authorities are searching for him.

Cambodia Breaking News, (Phnom Penh): The Special Forces Command (formerly the 911 Paratroopers Special Brigade) has denied all reports from some social media and media outlets that say that the killer who shot and killed the deputy director of the Phnom Penh Municipal Police, in the case of a traffic accident, was a soldier in the Special Forces Command.

According to a letter from the Special Forces Command (formerly the 911 Paratroopers Special Brigade) on January 5, this is fake news:
" No Commander, Deputy Commander, Officers, Deputy Officers or any Soldiers of the Special Forces Command (formerly 911 Paratroopers Special Brigade) were involved in the shooting of Mr. Reth Sineth (Nhok), which followed a traffic accident in Phnom Penh on 30 December.
We strongly reject any of the Facebook posts that continue to spread and fabricate false information that the perpetrator is a soldier of the Special Forces Command, thus tarnishing the reputation of our unit, so please correct those Facebook account owners. Otherwise the competent authorities will arrest the perpetrators and punish them according to the law. ”

The same source warned: "If any Facebook owner continues to spread false information without a specific source, it will damage the reputation of our organization. All officers, lieutenants and soldiers throughout the Special Forces Command, please complain to the competent Ministry, especially the Information Technology Authority, to find the owner of the Facebook accounts spreading fake news so they are punished before the law in force."

According to the authorities, the gunman who shot and killed the Deputy Director of the Bureau of Minor Offenses of the Phnom Penh Municipal Police escaped to Mondulkiri Province on the 4th of January 2021 to escape arrest. Arriving in Mondulkiri province, while the police were setting up a checkpoint, the gunman drove the car and hit the checkpoint, then he escaped into the woods. The wife and children of the perpetrator and his accomplices were detained by the authorities. The fugitive is believed to have headed north into Ratanakiri province.

The gunman, who is wanted for the murder of the deputy director of the Phnom Penh Municipal Police's minor criminal bureau, has so far been identified only as "Ren".

Update on the shooting incident of 3 December 2020:
The driver of the Lexus, Ke Chanmean, (who has been arrested), confessed that on the night of December 29, 2020, he went out drinking and drove Ren home by car because he was too drunk. When he arrived at the scene of the accident, he drove the car and hit the victim's car from behind. The victim then drove back his car and fired a pistol at him, insulting them, and using abusive language.

Only then did Ren get angry and tell the driver to keep quiet and do as he was told. While negotiating the accident, seeing that the victim was negligent, Ren pulled out a pistol strapped to his waist and fired at the victim before telling him to drive away from the scene.

Please be informed that the case of the fatal shooting of Mr. Reth Sineth (Nhok), Deputy Director of the Bureau of Minor Offenses of the Phnom Penh Municipal Police, occurred at more than one hour past midnight on December 30, 2020 at the Russian Federation Blvd. in Kbal Damrey 2 village, Sangkat Ka Kap II, Khan Por Sen Chey in Phnom Penh.

The missing piece of the story I was referring to.

So it appears to be a “face” issue. The victim not only fired his pistol recklessly, he abusively insulted this guy Ren in front of his family (wife, mother & child I assume) and friend.

This is what can happen at minor traffic accidents when ego, alcohol & firearms are involved.

Cambodia News, Phnom Penh: After leaking a picture of a man who was reported by the media as the killer of the Deputy Chief of the Minor Criminal Police Office of the Phnom Penh Municipal Police in a traffic accident in front of Phnom Penh International Airport, the owner of the photo confirmed to local media by phone this morning, January 6, 2021, that he is not the killer that the authorities are hunting for, and he is in fact a farmer in Trapeang Prasat district.

The man said that the pictures that were posted on Facebook and most of the media were from about seven years ago.His name is Lim Chheang and he is currently a farmer living in Tuol Ta Sek village, Trapeang Prasat commune, Trapeang Prasat district, Oddar Meanchey province.

He also asked Facebook and the media to take a photo of him and write that he is NOT the suspect in the shooting of a police officer, so please help correct this because it greatly affects his honor.

The suspect is believed to be still at large. Stay tuned for further revelations.

Cop-killer hiding in forest; claims of identity disputed

The prime suspect in the shooting death last week of a senior Phnom Penh municipal police officer has reportedly fled into the forests of Mondulkiri province where authorities are in pursuit.

Responding to social media claims that the alleged shooter was one of their elite soldiers, the military’s Special Forces Command (SFC) has denied that any of its members were involved in the December 29 incident stemming from a car accident in the capital’s Po Sen Chey district.

The denial came after an online news story reported Facebook users claiming to identify the assailant as 38 year-old Ear Naren, also called Rin Phan, describing him as a general in the SFC.

A special letter to The Post on behalf of the senior leadership of the SFC, dated January 5, unequivocally denied that the suspect in question was a member of their ranks.

“We strongly dispute any Facebook posts which continue to fabricate and spread disinformation asserting that the perpetrator has been a SFC soldier holding a rank of Brigadier General. "

Mondulkiri provincial police chief Lor Sokha said on January 6 that he was leading several police units to apprehend the suspect who was believed to be hiding in Koh Nhek district.

“Right now, I am deep in the forest, leading police forces to arrest the murderer,” he said.

Cambodia News, (Phnom Penh): On January 7, 2021, one of the suspects in the case, who was the driver of the Lexus carrying the gunman who shot and killed the Deputy Chief of the Minor Criminal Police Office, was sent to court while Phnom Penh police force continue to cooperate with the relevant law enforcement forces of all kinds who are looking for the killer in the forests of the northeastern Cambodian provinces of Mondulkiri and Ratanakiri.

The suspect, a 25-year-old male driver named Ke Chanmean, living in Kandeang District, Pursat Province, escaped to Battambang Province and was arrested by the police on January 3, 2021 at a rented house near the back of Toul Ta Ek pagoda in Otakham 1 village Sangkat Toul Ta Ek, Battambang City, Battambang Province.

On the afternoon of January 7, the killer who shot and killed the deputy director of the Phnom Penh Municipal Police, A Naren, also called Rin Phan, 38 years old, living at # B9, Concrete Road, Borey Tim Sakhorn, located in Taker Village, Sangkat Kampol, Khan Kampol, Phnom Penh, is still said to be hiding in the forests of the northeastern provinces of Cambodia.

The suspected killer tried to drive a car through a police barricade in Mondulkiri province's Koh Nhek district on the night of January 4, 2021 to break through the police siege. He then left the vehicle and escaped on foot, and he is still on the run.

The suspect, An Naren, has been identified as an armed military officer, who was previously involved and arrested for his participation in an armed robbery and fatal shooting in Phnom Penh, and who was released from prison 2 years ago.
