Cambodia News (Phnom Penh): On November 2, 2019, at 4:00 pm, a 15-year-old boy, P*** Neth, was arrested for snatching a phone near Preah Monivong bridge, Khan Chbar Ampov, Phnom Penh. The victim was a 22-year-old woman, Pen Sorphea, a clothes seller. The boy is a drug user.
Before the incident, the victim put her Oppo-S11 phone in her bag and drove a motorbike to the night market. Suddenly, the suspect walked close to the victim and snatched the phone from the victim before running away.
The victim went to file a complaint at the police station, then at 8:00 pm, the police arrested the suspect with the evidence. The boy was handcuffed and sent to Khan Chbar Ampov police station following the legal action.
The criminal may be dangerous, but the chain around the ankle seems a bit unnecessary for a minor. Is this standard practice ?
