The reason they were promoted to higher ranks was because they have lighter skin.

PHNOM PENH - Two more massage parlours were closed down by Phnom Penh police in raids yesterday.
Six women were detained at Lotus Massage House # 23, Village 1, Group 1, Street 430, Sangkat Tumnup Thla, Khan Chamkar Morn, and another six at Metapheap, located at 430, Sangkat Tumnup Thlok, Chamkar Mon. Two men and a woman were also taken into custody at each site.
They have all been detained at the Human Trafficking and Minor Protection division of the Phnom Penh Commissioner for questioning.
