CAMBODIA is a country that offers travellers, adventure seekers and history buffs unique experiences — from Angkor Wat to the killing fields of the Khmer Rouge. Now, it caters for gamblers too.
Located near thriving economies such as Vietnam and Thailand, with Japan, South Korea, Australia and economic juggernauts such as China and India only few hours away, Cambodia is rising as the entertainment destination for the region’s gamblers, including the high rollers.
Under Prime Minister HE, who has been in power since 1985, casinos are bringing much needed investments into Cambodia — a tiny country that faced civil war barely two decades ago — and boosting tourism and entertainment. The more, the merrier, it seems.
Cambodia’s gaming market is extremely diverse, ranging from the world-class integrated resort NagaWorld in Phnom Penh and the sprawling beachside gaming hub of Sihanoukville to the many casinos that dot the country’s borders with Vietnam and Thailand.
Currently, about 105 casino licences have been issued and there are 48 operational casinos, mostly concentrated in Sihanoukville, where casino construction is booming. There are also casinos in Poipet and Pailin on the border with Thailand, and in Bavet and Kampot near the border with Vietnam.
But NagaWorld — operated by Hong Kong-listed NagaCorp Ltd, whose casino licence is good for 70 years and includes a 40-year monopoly within a 200km radius of Phnom Penh — is no doubt the most prominent casino in Cambodia, boasting 600 gaming tables and more than 5,000 gaming machines.
Those who have heard of NagaCorp should know that the largest gaming entertainment company in the Mekong region is owned by Malaysian gambling billionaire Tan Sri Dr Chen Lip Keong, who won Cambodia’s first casino licence in 1994.
Cambodia has had a long tradition in gaming — ranging from card rooms to lotteries and sportsbook such as boxing matches — which means the market is already mature, catering for residents and non-residents alike.
However, the promotion of gaming-related events and gaming activities is still strictly forbidden in Cambodia. That is because Cambodians are prohibited from gambling. As the casinos are strictly for foreign gamblers only, some say the idea is to rob the rich to give to the poor...

Naga announces $1B gaming revenue

NagaWorld saw the largest growth in its VIP operations, where “rollings” – a term which refers to the amount bet by gamblers – increased by 128 per cent to $25 billion for the first three quarters of this year.
Its parent company, Hong Kong-listed NagaCorp Ltd, released its third quarterly report on Monday, showing a 94 per cent increase in gross gaming revenue (GGR) to $1.07 billion.
Mass market table buy-ins were up 57 per cent to $887.6 million while electronic gaming machine (EGM) bills-in rose 22 per cent to $1.6 billion.
NagaCorp chairman Timothy Patrick McNally said the opening of Naga 2 in November last year significantly increased the appeal, range and quality of Mass Gaming, Non-Gaming and VIP offerings.
The NagaWorld Complex – comprising of Naga 1 and Naga 2 – is connected via an underground shopping mall known as the NagaCity Walk.
“The group is in the advanced stages of planning for the development of a Naga 3. Based on feedback from stakeholders, the group is confident that additional capacity is necessary to further fuel business growth (in gaming and non-gaming) to position the group as one of the most successful integrated resorts in Asia.”
No information was given on where Naga 3 will be built.

What is unique to Cambodian casinos is their collective embrace of a hybrid form of internet wagering called Live Dealer Online (LDO) gaming. In most Cambodian casinos, a separate table game pit is reserved for patrons who wish to gamble from remote locations, ostensibly in other countries. These tables are equipped with special lighting and high-resolution cameras. Prior to wagering for the first time, a customer must first visit their preferred casino, open an account and place money on deposit.
With an account now open, a visitor to a casino’s live-wagering website can look at the faces of all the dealers and select a table to play at. Visitors can also observe casino customers walking in the background, further assuring them that they are playing a live game.
Once a table is selected and a bet is made online, the dealer commences the game. Customers observe the outcome of those games on their computers or mobile devices. While the wager is made online, LDO allows customers to play against a person, not a computer, and witness in real time the outcome of each game. This type of online wagering allows gamers to overcome the trepidation and mistrust often associated with playing a computer game. It allows remote wagering with the assurance that the game is legitimate.
Junket operators have also moved into the LDO market. Operating under a casino’s license, junket operators manage LDO table game pits in their host’s casino. They in turn provide credit to online customers, thereby allowing patrons the convenience of not having to replenish their accounts when they extinguish their gaming funds.
