there is no mystery, state owned companies top officials are the state's top officials "family", 20+ years of siphoning resulting in billions of black money that needs to be washed, these "family" members have lots of front companies. period

Sri Lanka the latest victim of China’s debt-trap diplomacy

Beijing has been given a 99-year lease on Hambantota port as part of a debt-reduction deal, amid talk of creditor imperialism following China's buy-up of strategic ports in Piraeus, Darwin and Djibouti.

his month, Sri Lanka, unable to pay the onerous debt to China it has accumulated, formally handed over its strategically located Hambantota port to the Asian giant. It was a major acquisition for China’s Belt and Road Initiative (BRI) – which President Xi Jinping calls the “project of the century” – and proof of just how effective China’s debt-trap diplomacy can be.

Unlike International Monetary Fund and World Bank lending, Chinese loans are collateralized by strategically important natural assets with high long-term value (even if they lack short-term commercial viability). Hambantota, for example, straddles Indian Ocean trade routes linking Europe, Africa, and the Middle East to Asia. In exchange for financing and building the infrastructure that poorer countries need, China demands favorable access to their natural assets, from mineral resources to ports. =@

I'm pretty sure tourism is up there as one of Cambodia's big draws. My understanding of the Chinese boom is that it's funded by cheap credit. You can get a lot of money nearly for free for construction projects. Apparently we're due the next wave in January, maybe some of them will come visit the casinos.

so far- it is ghostly. locals in SV on FB report a distinct lack of trade in what should be the busiest time.
could be the weather though.
but then, they are pitched at Khmer and Barang so hard to tell.

There are much larger interests at play in the China-Cambodia relationship.
The ASEAN project was supported by the USA as a way to create a cohesive block which could have enough weight on its own to oppose Chinese power in the region, as well as stopping China from creating a network of client states.
The ASEAN voting system needs all states to agree on a project/action before it can be approved, China has a number of interests and disputes with ASEAN members (such as the issue with a number of Vietnamese islands) and needed a country in the block that supports it's interests and act as a "veto". (As it happened with the Vietnamese islands issue).

Cambodia was just the cheapest one to buy.
There are many things and facets to the Chinese Cambodian relationship and I can't really say everything on a forum but the general idea is that Cambodia is quite useful to China as well as Cambodia's government policies aren't going to change anytime soon making it an useful client state which is unlikely to change its current political alignment.
