Prime Minister HE said yesterday he was not responsible for the presence of Vietnamese people in Cambodia, explaining that many immigrants put down roots here after the French colonial authorities brought them in to work on their rubber plantations...

“The Vietnamese people did not come and live in Cambodia during the present time; the French brought them here,” HE said after officially unveiling a new paved road in the newest province.

“They insult only me, the younger generation, [but] the Vietnamese people were brought here by the French to tap the rubber trees, and 70 percent of the tappers were Vietnamese,” the premier continued. “As they do not know the history, they curse only me, the younger generation. Be careful about bad karma.”...

Within Empires, people move around, voluntarily or otherwise.

There are East Indians in Guyana and in Fiji (not all Fijians are happy about this) and there are people from the
Central Asian Khanates in Finland, beckoned thither by employment in the textile industry well over a century
ago.

Stalin deported most of the Koreans of the Soviet Far East to Central Asia and some families are still there.

In the Protectorate period, ethnic Vietnamese came to Cambodia as domestic servants and skilled workers of
all kinds. Many were killed or driven out under Lon Nol and Pol Pot, but there are plenty in Cambodia now.

True enough. But HE's message is that he is not responsible for the presence of Vietnamese migrants who were brought here by the French colonizers. True enough also, but this has nothing to do with migrants who have settled in Cambodia after 1979.
There have been different waves of Vietnamese migrants at different times and you can't put them all in the same basket. Different times, different reasons for migration; 19th and 20th century migration issues are totally different. IMO there is a deliberate confusion in this history lesson.

A whole lot of Vietnamese (and Khmers fleeing border areas) came here just before and after Independence to flee fighting in the First Indochina War. Phnom Penh's population increased from 108,000 in 1942, to 354,000 in 1950. It rose to 592,000 in 1956, but was back down to 355,000 by 1958.

They are taught no history for the very sensible reason that teaching them history would make
them overexcited and silly about things which can't be changed.

They should be taught some history I had a conversation with a guy who blamed the whole KR death toll on the Vietnamese and Chinese as, in his logic, "khmer can't kill khmer". Maybe we can pretend a load of them didn't follow the Vietnamese occupation, nor was a certain gentleman observed riding with their tanks into Phnom Penh.
