He's the second foreigner I recall jumping from that bridge.

How could he get caught. If he was fair dinkum he would walk across, stop, climb over the rails and jump. Who could stop you?
My guess is he did not really want to jump.
Good decision. Life is precious.

used to like walking out onto the bridge to view the scenery but gave up on it due to the harassment from the bridge security

There are now random cops/guards on the bridge keeping an eye of the traffic, because of the construction of Japanese Friendship bridge.
Not all day, but especially in rush hours they are there.
Men in green are always chilling at the end of the bridge, mid section divider on Chroy Changvar side. Even when both bridges are in use.
Men in blue are also always hanging out at the other side of the bridge.

I don't think anyone who throws themselves off bridges actually want to. It's often more a case of being in the frame of mind where they see it as their only way out. But that doesn't mean it's something they want to do. There's a bit difference between going to do it and actually standing on the edge looking down at your demise.
Many people would have second thoughts in that situation, but it doesn't mean they only did it for attention (not that I think that's what you're suggesting).
The difference between animals and humans is that animals would never allow the dumb ones to lead the pack.

How many of these people have used drugs, and it has messed with their brain?

It can only be a depressive situation to take ones own life.
How could he get caught?

Yi Yuu’s love for life gives him the strength to save others. GT2/Taing Rinith
Originally built in 1963 with Japanese aid, the Chroy Changvar Bridge, also known as the Cambodian-Japanese Friendship Bridge, collapsed in 1972 due to an attack by Viet Cong suicide bombers. It remained closed until it reopened in February 1994. The bridge later underwent renovations to ease traffic flow and on April 3, it was officially reopened again. But the 709-metre bridge that crosses the Tonle Sap River in Phnom Penh has a dark side to it, too. It’s the site of suicides, where people take their own lives by jumping off the bridge. Meanwhile, one fisherman, who lives near the bridge, has been trying to prevent these suicides – often risking his own life. Taing Rinith meets this unsung hero.
