I'm waiting for a story about the Chinese compounds situated in little frequented inland areas of Cambodia, which look like army barracks and have some of the best roads in Cambodia, (and the widest - not saying that this is the case, but you could drive tanks down them.) The roads, which lead off secondary public roads, are obviously private property and are closed off with barriers and guards. Chinese writing on the signposts gives another clue.
Could be just slave labour plantations, but the infrastructure looks expensive for a rubber farm or similar. IMO these brand spanking new compounds in the middle of nowhere are more sinister than the construction of a few new sheds in "Ream Naval Base".

Firstly why would they want a naval base! To may be show their power of the area? With Cambodia has their allies. It's not long ago when I read that some Khmer politician said if there's a conflict Cambodia would stand along with China even if it was the west.
But the Chinese need deep water for the large navel ship's, but they have been sand dredging for years behind Koh Kong island.
Always "hope" but never "expect".

But with ties between Washington and Phnom Penh warming in recent months, there’s renewed hope at the U.S. Defense Department that Cambodia could honor that request.

If the chinese buil a naval base in SHV, whats the differnece with all the US naval-bases in the region ??

For the same reason the USA built bases in the area post WW2 and the Trueman Doctrine
