Sihanoukville has become a garbage dump and 5 million is a drop in the bucket. Every week the people come down from Phnom Penh and dump their garbage all over the place. Business owners are worse and leave piles of trash everywhere. This all comes from the top. The governor here could order the police to hand out fines and stop making the city look like a trash dump, but he's to busy selling the city to China and moving business's off the beach's so his buddys can move in and build bars. Also the police are useless. In America (yes I know this is Cambodia), the police find trash dumped, they sort through it, find receipts and paperwork and prosecute the people and business's.

this is a 3 step problem, first step is to clean up, low tech / low cost style like in vietnam, where the household tie up the garbage n leave it by roadside, and cleaners come to clean it up everyday.

2nd step is to fine people for throwing garbage where they dont belong

3rd is education
Money is not the problem, the problem is no money

^^ Personally, I'd move your step 3 up to step 1.

First, educate. Teach how to put the garbage in the bag and tie it up. Plus, anti-littering campaign by way of education.

It is disgusting and has probably got worse over the last ten years, not better. Phnom Penh's main streets are at least much cleaner with those sweepers and their bins. But in Snookyville Khmer and Barang business owners throw rubbish everywhere.
The amount of rubbish thrown behind the walls along Otres is terrible.
