Another great idea from city hall. How to improve traffic congestion in PP, while making it a beautiful clean city ? Just get rid of those blind musicians that are snarling up the traffic and making the place look untidy.

City Hall has banned musicians from performing on Phnom Penh’s streets without written permission, saying the main reason is that they are interfering with pedestrian and vehicle traffic.
Phnom Penh Municipality spokesman Long Dimanche told Khmer Times that the ban followed complaints from drivers and pedestrians alike that some musicians took up entire sidewalks and even parts of streets to perform. Mr. Dimanche said the ban is also intended to help make the city more beautiful and orderly...

This is also part of a plan to assist the disabled, so I'm surprised those blind people are not more grateful :

Mr. Dimanche said City Hall would take care of them. “We will find proper places for persons with disabilities to conduct humanitarian concerts,” he said, declining to identify where these concerts would take place.

I'm surprised that they did not say that the ban would come into force before or after they organize the city rubbish collection service to help beautify the city.

Phnom Penh City Hall is outraged that people are outraged that disabled musicians are to be cleared from the streets of Phnom Penh and "educated".
No Encore For Disabled Musicians

Phnom Penh City Hall has assured disabled musicians who busk on the capital’s streets that they will “gently educate” them not to do so to maintain the city’s dignity and beauty, despite providing no alternative for them to earn a living.

The Phnom Penh Municipality faced outrage in February when it announced it would ban the practice. Since then City Hall has made several attempts to halt street performers by confiscating their speakers and equipment, yet the music has continued unabated.

City Hall’s chief of administration Mean Chanyada attempted to placate reporters by announcing a new approach to curb the practice by educating citizens on why they should not ply their trade.

“There is nothing serious. We are not going to confiscate their musical instruments,” he said.

“We educate them only. Why does the press seem to pay attention to that? Don’t worry. It is going to be fine.”

However, he added that City Hall would make sure singers would be “cleared from the street” if they did not listen to authorities, without elaborating on what would happen to them, referring follow up questions to the Ministry of Social Affairs, whose spokesman was unavailable to comment...

Well, they could be "educated" to play and sing better. just saying also...

Well while I would like to agree with you, so we don't get into arguments of how deaf I am , a few weeks ago I was walking past one of those groups of singers and was so taken back at how good the guy was singing. I was about 50 metre past them and ended up going back and donating $1. Just because one singer or band is good or bad we should not class all other singers or bands as being the same.

Government officials yesterday denied claims of yet another planned crackdown on disabled street performers in the capital.

City Hall spokesman Mean Chanyada on Wednesday was quoted by local media outlet Fresh News as saying a crackdown would begin this week but yesterday denied his office had any such plans.

Chanyada said he had only heard from municipal social affairs director Sorn Sophal that his office was planning a new crackdown, which have been criticised in the past.

When contacted, Sophal declined to comment and referred questions to the Ministry of Social Affairs, which said it had no plans for a crackdown, before pushing questions back to City Hall. “Maybe Phnom Penh has its own measures planned,” said Touch Channy, director-general of the Ministry of Social Affairs.

Em Chanmakara of Cambodia’s Disability Action Council said he hadn’t received a notification of a crackdown, but had a meeting scheduled today with city officials and would raise the issue. “I think we need to find a solution for people with disabilities rather than having crackdowns,” he said.

What I find bizarre is that I've never seen one of these bands actually causing traffic problems. They're always on a piece of sidewalk. Usually on Russian Boulevard or the Monivong and Sihanouk intersection. If easing congestion is what you're really after, shouldn't banning street weddings and funerals be a smarter move?


We should have a pool and bet to see how many more years before such a ban is implemented...

They say it's not good look to the city view but they didn't help them with anything that's sad!!
