Btw I often see the bands along Kampuchea Krom and the road to Psar Demkor. Even at restuarants , my brother told me that they asked the owner to sing few songs then the customers gave them some money. Can you imagine that some old soliders became disable and poor families when the country got peace. Why ignore them? It isn't differnt from the saying ពេលស្រុកមានសង្រ្គាមត្រូវការអ្នកក្លាហាន ពេលស្រុកសាន្តត្រាណត្រូវការអ្នកចេះដឹង។

The government’s latest move in its crusade to keep blind and disabled performers off Phnom Penh’s streets saw a group of almost 200 singers and musicians sign a contract banning them from appearing at their usual spots during a meeting with City Hall on Friday.

Many of the performers, who regularly solicit donations while playing at busy intersections, had returned to the streets after a previous crackdown in July when they were rounded up and had equipment seized, a move authorities said was necessary because they were causing traffic jams.

Municipal spokesman Met Measpheakdey put forward a new reason to move the musicians on Sunday, saying that they were routinely getting injured in traffic accidents—a claim a representative for the performers denied.
“We have banned blind people from playing music on the streets, because…it causes traffic jams and we are also worried about their safety as they are blind, so it is easy for them to get in accidents,” Mr. Measpheakdey said.

He said City Hall had approved three new locations for performers in Phnom Penh: Freedom Park, Wat Phnom and Wat Botum Park.
The 194 musicians also agreed to form five groups instead of 21, he said, making it easier for the government to look after them.

Mr. Measpheakdey said Prime Minister HE recently promised to donate instruments to the performers if they played in the designated locations, as well as provide 1 million riel, or about $250, to each group per month...

Long Saoroath, a representative for the performers, denied any such accidents had taken place. Mr. Saoroath called on the government to find more than three locations and reconsider its consolidation plans.
“We had about three to seven people in a group before, and they were able to make about 200,000 riel [about $50] per month,” he said. “Now, one group has about 40 people or more. How is each person able to earn money every day?”

Are they also going to relocate bad SUV drivers and other idiots who actually cause traffic jams? Or how about the parking attendants at Central market who cause an incessant bottleneck because they allow triple parking... So perpendicular parked cars, then a lane of cars behind them, then another lane on the other side of the street.

Show Won’t Go On for Blind Musical Performers—for Now

Blind performers are refusing to play their first show at Wat Phnom, one of three new performance sites designated by City Hall last month, until they receive new instruments and sound equipment paid for by Prime Minister HE.

The municipal social affairs department authorized the performers to start playing at Wat Phnom this week, and would later open Freedom Park and Wat Botum Park to them, said Sorn Sophal, the department’s director. “We allowed them already, but they asked not to perform now because they need to prepare their group,” Mr. Sophal said.

Rath Pitou, a representative of one of three performing groups that met with city officials on Monday, said all three groups agreed not to start playing at Wat Phnom “until the equipment that Samdech [Mr. HE] provided arrives.”

Mr. Pitou said their current equipment was not suitable for the new locations and that one site would not be enough for all five groups. They would have to alternate using a stage at Wat Phnom each week and were only allowed to perform on Fridays, Saturdays and Sundays, he said.“Each group has to wait for four weeks to get their turn again,” Mr. Pitou said.

Social Affairs Ministry spokesman Em Chan Makara said Mr. HE would pay for $150,000 worth of instruments, speakers and other sound gear for the performers, and donate 1 million riel, or about $250, to each group per month for a year. The equipment was expected to be delivered in six to eight weeks, he said.

However, Chab Tou, a representative for another performers’ group, which also attended the meeting, said his group would not delay their first performance at Wat Phnom.“We are still performing because we need to earn income,” he said...
