Kep governor will not be booted out: PM
Prime Minister HE today said that he will not remove Kep provincial governor Ken Sitha from his position due to the collapse of the building under construction.

In a press conference today after an end to the rescue operations at the site, Mr HE said some critics, politicians and government officials have urged him to sack Mr Sitha due to the building collapse but he refused to do so.

“They said when the building collapsed in Sihanoukville, provincial governor [Yun Min] decided to resign from his position. They asked me if Kep provincial governor is going to resign,” he said.

“The deadly building collapse did not only occurr in the Kingdom…but it also occurred in the US*,” Mr HE said. “I wish to say that I will not remove him from his position.”

The big buildings being put up that I have seen were all steel frame structures and they'd dug a decent sized hole at the bottom for a float. The problem with these collapsing buildings is that there seems to be no compensation in pillar width for the number of floors. This building and the other that collapsed both had very narrow pillars and the fact that they pancaked would suggest that it was the weight of the upper structure that caused the collapse. This is now the second story to break international news, I wonder if enough face has been lost for something to be done?

No, it wasn't. I remember them drilling holes for the pylons.

Kep Building Collapse Kills 36, Including 6 Children
By VOD English - January 6, 2020
Prime Minister HE on Sunday said he would consider removing unnamed officials who had urged him to fire the governor of Kep province following a building collapse there that killed 36 people.

Rescue teams have pulled 23 injured survivors and the bodies of the dead, including six children, from the rubble of an under-construction, seven-story building, which fell on Friday in the coastal province, Kep City Hall said in a statement on Sunday.

In a speech broadcast live on his Facebook page to mark the end of rescue operations, HE said Kep governor Ken Satha would keep his role, while those voicing criticism of provincial officials may lose their positions.

There seems to be many references to competent authorities, does that mean there are incompetent authortities? What branches of govt do they control?

I'd a thought Candy bar would have been a good candidate for collapse. An original 1 story building with an additional floor tacked on pre-candy, then an additional 6/7 floors on top.

From the pic on the initial post, it looks like E1 was already completed: it was painted and with ACs and windows installed, people had already moved in.
my guess based on the size of the columns is that after E1 was complete they thought they would add a few more floors onto a building that was only engineered to be 2 or 3 stories high.
That wouldn't surprise me. The fatality count is far too high to just be construction workers, so I'd guess there were a number of families in those lower levels.

At a pagoda I visit in PP they were building quite a large new structure in 2018 (as they are doing at many pagodas around the city lately). They stopped work for maybe six months, and then came back and demolished the entire thing. When I asked why, I was told it wasn't structurally sound. When I looked back at my photos I realised they had built it on top of an existing building, which was obviously not designed to support such a big structure. Possible disaster averted there.
theres a lot in PP where when they build them they add an extra 3 stories or so that are stepped back so they cant be seen from the street, I presume its a way to build higher then the are legally allowed to without the authorities noticing. safe if designed and built properly but I guess nobody has checked

The new Ostro Hotel cnr st 5/130 (old Indochine Hotel) is like that...just added a couple of floors on top. Was the original structure ever designed for that extra weight?

ALL authorities in Cambodia are incompetent.

Except when referenced in news reports...
