Slovak woman fatally hit a motorcyclist with NGO car in Sihanoukville

Sihanouvkille: A man died immediately around 08:35 pm on 24 May 2015 in a road accident between a car and motorbike and he (motorcyclist) was dragged along the road about 50 meter by the car. The accident took place at Sihanoukville city hall located in village #5, commune #4, Sihanoukville city, Sihanoukville province.

According to the resource, the car is, the property of House Family organization, Honda, CRV ( Plate # ONG 202 2.303) driven by a woman names Martina Kol Larova, Slovak, living in commune #2, Sihanoukville city, Sihanoukville province. The victim is a mechanician, names Keiv Sopha, male, 32 years old, living in village #1, commune #2, Sihanoukville city. He was driving black Honda Dream 125 (Plate# Phnom Penh 1BH-8742).

According to witnesses, before the accident the victim had been seen driving alone in the direction from East to West. Then when he arrived the scene, there was a CRV car driven by a foreigner hitting him and the motorbike and victim were dragged by the car along the road about 10 meter which caused the victim to die immediately.

After the accident the driver was brought to Provincial Road Traffic Office.

i never know where they are on about when they say which number village/district theyre from, is there like a grid map of all the different areas of sihanoukville? anyone got any map of it?

topic related, whenever i see these stories it always makes me cautious on the roads here in sihanoukville, at night the roads are pretty empty causing people to drive super fast and stupid

While I have no idea who was in the wrong in this accident, the way the people on motorbikes drive I'm surprise there isn't more of this. I don't see a helmet in the picture either. Most of them don't have licenses and have no idea about traffic laws, they just get on a bike and go any which way. Driving on sidewalks, driving the wrong way, not stopping at red lights, driving way too fast, no lights at night, 5 on a moto, way overloaded with products, no mirrors, etc. Until the police get off their dead butts and crack down on crazy moto drivers this will keep happening.

The police have light equipped motorcycles and cars, but I never see them doing traffic patrols in Snookyville, just the sunny day usual stop light stops. (mostly aimed at rich tourists.)

What most people fail to understand is that the police don't WANT people to have licences OR drive properly. They do random checks on bad drivers/licences, but just enough so as not to make people think it would be worthwhile to get a licence or drive like a sane human being.

If they cracked down hard on both consistently, soon every Khmer would have a licence and be driving safely, and bye-bye to extra income.

They encourage chaos deliberately because it feeds them.
