Khmer Times quotes the driver as saying she had a green light and a dashcam to verify she had right of way. Has anyone seen the dashcam footage posted online?

Many lights go into orange flashing mode late at night, but I can't remember if the 163/MTT lights do that.

In this video, which you really don't want to watch, you can see that the traffic lights are functioning red and green. See screen shot below video.
