UPDATE: Six Arrests, But Mastercriminal Still on the Run

Cambodia News, (Phnom Penh): His Excellency General Neth Savoeun, the National Police Commissioner, told the media that the National Police Force has cracked down on six criminals who were involved in the release of a major Chinese drug trafficker in Siem Reap. The fugitive Chinese drug lord, Chen Hsian Han has not yet been arrested and is being pursued by the National Police.


The six criminals were arrested in two different locations: four were arrested on the night of August 17 in Boeung Keng Kang, and two others on the morning of August 18 at a large hotel near Koh Pich.


The Chinese prisoner Chen Hsian Han escaped on the morning of August 17, 2023, at the Chum Chenda Dental Clinic in Taphul Village, Svay Dangkum Sangkat, Siem Reap City, when he was taken to a dentist by prison officials, and a group of five gunmen stormed the clinic.


Preliminary reports said that four prison officials sent the Chinese convict to a dental clinic, but while waiting for a dentist, five armed strangers wearing masks and gloves held up the prison guards, and rushed in to free the prisoner. The gunmen then tied up the guards and boarded a Lexus 330 car (with license plate Phnom Penh 2AA-4315), and drove away.


A few hours later, the Lexus was found abandoned, and inside the car were five pistols, masks, gloves, clothes, and some other items used in the escape.
Chhem Savuth, director general of the General Department of Prisons, said Chen hsin han, a 45-year-old Chinese convict, had been sentenced to more than 50 years in jail for drug trafficking.

UPDATE: National Police Press Conference

Cambodia News, Phnom Penh: On the morning of August 19, 2023, the General Commission of the National Police held a press conference to present the details of the arrests of armed criminals who aided the escape of a drug lord serving a 52-year sentence in Siem Reap for large-scale drug trafficking.

His Excellency General Mak Chito, Deputy Commissioner of the National Police, confirmed through a press conference that so far seven criminals have been arrested, including six Cambodian-Americans (holding US passports) and a Chinese-American (holding an American passport). They are all hired criminals.

His Excellency the Deputy General Commissioner of the National Police added that the organized criminal group had been planning the prisoner's escape for the past two months from the United States, but arrived in Cambodia to check the geographical location half a month ago.
On the day of the escape on August 17, 2023, there were four criminals who went directly to the dental clinic in Siem Reap when the prison guards sent the prisoner for dental treatment, and two other men remained as back-up forces.

His Excellency General Mak Chito described that immediately after the incident, following the strict orders of His Excellency General Neth Savoeun, the police tracked down the hired criminals. In the middle of the night on August 18, 2023, the National Police General Force determined the location where the criminals were hiding and arrested seven people, except for the Chinese drug mastermind, who fled abroad.

Meanwhile, His Excellency General Mak Chito stressed that the Cambodian police know the location of the country where the mastermind fled and are cooperating closely with the neighboring countries to pursue the arrest.

During the press conference, to the question of whether this was an inside case, His Excellency General Mak Chito asserted that the Special Forces will investigate this matter to put an end to all suspicions raised, and in the event that any level of involvement is found, those responsible will be punished by law. His Excellency General Mak Chito added that the prison guards, when sending the drug lord to the dental clinic, also had weapond, but they were in the prison vehicle. However, if the prison guards had a gun in their hands, there would have been a clash with the criminals, and more precisely, there would have been injuries or even deaths.

In the future, His Excellency General Mak Chito asserted that the National Police Force and the prison guards will pay more attention when sending prisoners to any destination to prevent such crimes, so this does not happen again.
