Provincial authorities in Banteay Meanchey’s Sisophon town suspended the director of the local high school after more than 40 staff filed a complaint alleging widespread corruption, nepotism and intimidation.

Sun Phoumi, a representative of the group, said Ms. Sivlay had embezzled tens of millions of riel from the school’s coffers, raised parking fees which she subsequently pocketed, intimidated teachers and interfered in their work.

“Annually, she embezzled nearly 40 million riel (about $10,000) from PB and SIG and that does not include the fees from vehicle parking that she took for her own personal gain,” he said, referencing the national government’s Program-Based Budgeting (PB) fund and a School Improvement Grant (SIG) provided by the Swedish government.

He described a scheme Ms. Sivlay ran in the school where she would fake receipts for school materials, force teachers to sign and acknowledge they received it and keep the money for herself.
If any teacher refused, out of fear that they would be blamed if and when provincial education ministry officials found out, Ms. Sivlay threatened to fire them...

[Reply from the accused school director]: I will complain to Samdech [Prime Minister HE] for intervention if there is any unacceptable decision.”
After claiming there was no corruption at the school, she threatened to sue anyone, including journalists, who called her corrupt.

'' raised parking fees

Is it common for a school to charge for parking? That's a first for me.

where's the end game? if your gonna force a teacher to sign for things they don't get... at least cut them in on a small % ...

Here in our village in grades 1-9,there's no charge. But when they enter grade 10 in Kampong Cham there is. In theory they are paying for security to to safeguard the bicycles and motos. I highly doubt that security is provided. It is all related to trying to increase the pittance of a salary that teachers receive.

Any idea how much the school charges the kids to park their Lexus in the school grounds at your village school ?

In my village there is no charge period. There is not a single Lexus in my village. Some of the teachers even ride bicycles to school, when they come. I will ask around about the parking charge in Kampong Cham.
