The U.S. embassy in Phnom Penh said on Friday its defence attaché had been refused full access to Cambodia's largest naval base during an invited visit, just days after Washington expressed concern about China's military activities at the base.

While on a trip to Cambodia on June 1, U.S. Deputy Secretary of State Wendy Sherman raised questions about China's military presence at the Ream Naval Base and asked for clarification about the demolition of U.S.-funded buildings there.

Prime Minister HE agreed after meeting Sherman to let the U.S. embassy conduct regular visits, with defence attaché Colonel Marcus M. Ferrara invited to the base on Friday.

"During the brief visit, Cambodian military officials refused to allow the Defense Attaché full access to the Naval Base," the embassy said in the statement.

Excuse the fuck out of me.

Every morning I read local and world news. Any recent news items I think might be of interest to CEO readers or germane to our area of residence, I post.

I didn't know that I had to track down and see if any similar news threads existed first.

That's what we have mods for..........in the time it took you to track down and post all those thread links, CEOCambodiaNews, you could have just collated them into one thread.......instead of haranguing a contributing member and complaining about him posting a thread that already had similar topics.

It's no skin off my teeth to either post interesting news items or not........... contributing members help to keep a forum vibrant and active, CEOCambodiaNews, but maybe it's best to leave the news to you so you don't get your feathers ruffled over similar threads, that could be combined in about 15 seconds. :thumb:

If you or I or HE demanded to take a look around Pearl Harbour Naval Station in the manner that the Sec of State did this week to Cambodia - or demand in any manner in any week - you me and HE would be given exactly the same answer.
Sovereign nations simply do not demand oversight and inspection access to other sovereign nation's military bases because they will be told very clearly - Flock Off, No!
It's unthinkable - for any country.

I am a big supporter of the new administration's approach in Asia - allies allies allies, build the front
but i was a bit shocked at the confrontational approach to this issue this week.
I would think ASEAN and other SEA nations would have been a little taken aback also - even those that are the best of friends would have understood Cambodia's firm - No!

Au and NZ would have given exactly the same answer.

On June 11, the US embassy's Defense Attaché Colonel Marcus M Ferrara visited Ream Nava Base in coordination with Cambodian officials following the recent approval of Prime minister HE to allay the concerns on Chinese military presence at the base as raised by US Deputy Secretary of State Wendy R Sherman.

The visit was brief and the embassy has issued a statement claiming that Cambodia military officials refused to grant the defence attaché «full access to the naval base». In the same statement, the US embassy renewed its call for another visit in the earliest opportunity with «full access».

On June 11, The Post wrote to the embassy to inquire about its definition of "full access" to the military base and whether such an access has ever been granted to any non-allied foreign military base – an enquiry to which US embassy spokesman Chad Roedemeier responded without elaborating: “We will let our statement stand.”

On the same day, The Post also pressed the embassy for more details on the visit, such as what the defence attaché had or had not seen at the base, but the spokesman did not provide an answer, saying only that he would be "out of the office" until July 15.
Kin Phea, director of the Royal Academy of Cambodia's International Relations Institute, believed that no country could be granted unconditional access to a foreign defense attaché like a prosecutor with a search warrant. There should be a modality of how to clear the issues of alleged Chinese military presence without violating another sovereign country's military secret that is no relevant to the issue of Chinese military presence.

“We don’t have to talk about foreign military attaché as even ordinary people cannot have access to a military base. Our question to the US is that, will the US let ordinary people enter their 800 military bases even outside the US?

WASHINGTON (Reuters) -- The United States on Wednesday blacklisted two Cambodian officials, accusing them of planning to profit from construction work at Cambodia's biggest naval base, where Washington has expressed concern about China's military presence.

The U.S. Treasury Department in a statement said it slapped sanctions on Cambodia's navy commander, Tea Vinh, and on Chau Phirun, the director-general of the Defense Ministry's Material and Technical Services Department, accusing the two of planning to share funds skimmed from the Ream naval base project.

The sanctions freeze any of their U.S. assets and generally bar Americans from dealing with them. The U.S. State Department on Wednesday also barred the officials and several of their family members from traveling to the United States.

"The United States will not stand by while corrupt officials personally benefit at the expense of the Cambodian people," Andrea Gacki, director of the Treasury's Office of Foreign Assets Control, said in the statement.

Cambodia's foreign and defense ministries did not immediately respond to a request for comment.

A year ago, Cambodia said it had razed a U.S.-funded facility at the Ream naval base to allow for further expansion. The United States said Cambodia had a year earlier turned down its offer to repair the base.
