Authorities in Preah Sihanouk province called on all visitors to be more vigilant and not drink alcohol before swimming in the ocean and also asked all tour boat operators and fishermen to temporarily suspend their businesses after two people drowned and several dozen were rescued due to bad weather.

Provincial police chief Major General Choun Naren said that after the drowning incident, about 900 rescue workers, ambulances, police boats and jet skis have been deployed around the province’s beaches and islands to protect visitors’ safety and provide rescue services in a timely manner.

“We will send police boats and jet skis using loudspeakers to tell them to return to the shore or go ashore,” Maj. Gen. Naren said.

The measures were taken on Friday after two visitors drowned in Sihanoukville and another was rescued by provincial police. Kan Kuyheang, 48, from Kampong Cham province, drowned at Ochheuteal Beach, while an Indian tourist, 36-year-old Naveen Sharma, drowned at Victory Beach...

An article, from 2014 I know, but there's an interesting statistic pulled from the "Cambodia Accident and Injury Survey ", conducted by the government and Unicef in 2007. This states that, on average, 6 children drown every day.

Buoy Line Set Up in Sihanoukville to Protect Swimmers

A 300-meter buoy line separating swimmers from jetskis and boats has been set up off Sihanoukville’s O’Chheuteal Beach, which attracts tens of thousands of local and international visitors a year.
The new set was installed 100 meters from the coast and would be moved further inshore when water levels change, he added.

Tang Sochetkresna, director of the provincial tourism department, said the project was part of efforts to make local beaches safer after a spate of drownings last year, which include setting up lifeguard towers and training and regularly posting lifeguards.

Currently, 10 lifeguards work for the department keeping watch at various beaches, Mr. Sochetkresna added.

The 300 metre buoy line that was installed 100m offshore to protect swimmers from boats and jetskis last month at Occheuteal beach, Sihanoukville, has been found washed up on the shore.

They are trying to figure this out at phuket as well;

Basic problem is when they put out red flags (no swimming allowed) the flag is ignored.

Many drowning happen at night when drunks head into the water so they are considering closing the beach at night,
No idea how they will do that

If you are headed for the beach anytime soon, use your common sense.
Police are patrolling the beaches of Sihanoukville, warning tourists and locals to be careful of the big waves and strong winds. They are reminded to wear life-jackets and to avoid going into the water when the sea is rough. Many drownings happen at this time of year through lack of caution.

Preparing to move to Sihanoukville, reading old posts here,

This development is sobering, more than pervasive construction, or Chinese tourists. Neither of those is a dealbreaker for me.

But I actually stopped swimming in the ocean in Los Angeles, and then in Mexico, after confrontations with the overfunded government paramilitaries. Their nannystate restrictions took the fun out of it. If there was no risk, no danger, what would be the fun?

Oh well. {sigh} I guess you can run, but you can't hide.

Bullhorns. Out swimming with the pelicans, and hear come a crew of guys with a bullhorn. How idyllic.
