The gruesome murder comes on the heels of former provincial police chief Seang Kosal’s replacement and amid an outbreak of violent crime, including brawls, shootouts and alleged assassinations linked by some to “Russian mafia”.

“Just when we thought things were heading in the right direction, this really makes everyone step back and escalates everybody’s level of concern again,” said Sihanoukville Tourism Association head Douglas McColl.
According to the victim’s wife, Goncharov rented a home in the commune’s Village 5.

Not a tourist but a Russian expat ? Whatever happened, sympathy to the victim's wife, and I hope they get the killer. Those Russians really don't f'k around, so if the police chief is serious, this situation needs to be attended to before it escalates.

Mr. Phoan said the couple arrived in Sihanoukville from Bangkok in April, but that he did not know what they had been doing in Cambodia.

Arrived as a tourist in April, obviously an overstayer...one less for Immigration to deport.
The victim’s wife, Yuan Cuixiang, 26, also told police that a Russian man on a motorbike picked up her husband at their apartment on Saturday night and that the two left to go drinking, Mr. Phoan said.

The bureau chief said that the man—whom he refused to identify on the grounds that it could hurt police efforts to locate him—was the primary suspect in the murder.

Russian arrested in Sihanoukville murder

A Russian man allegedly involved in the gruesome murder of a compatriot in Sihanoukville in July has been arrested in his homeland and is facing murder charges, according to Russian authorities.

On July 21, the body of Russian national Denis Goncharov, 28, was found floating in a canal near Sihanoukville’s popular Otres Beach. His throat was cut and he had multiple stab wounds.

Although Cambodian police announced quickly afterwards that they had identified a Russian suspect, it appears the man managed to flee to Russia before being arrested on November 5 in Saint Petersburg.

The suspect, who is from the city of Petroplavosk and is also 28, is to be tried by the court of the Republic of Karelia, the federal subject of Russia of which Petroplavosk is the capital.

Russian investigators found that the suspect was previously acquainted with Goncharov and had a deadly quarrel with him two days before his body was found.

“During the quarrel the accused caused the victim multiple stab wounds,” read a statement from the Republic of Karelia’s investigative committee.

“As a result, the victim died, and the accused fled the scene and arrived in Russia.”
