As for the Lexus, it's a 300 isn't it? Those are all over and pretty cheap. Most I see are beat and look like crap. Nothing special about them here.

Drug pair arrested
Wednesday, 03 May 2017
Two Russians suspected of selling drugs to tourists in Preah Sihanouk province have been sent to the provincial court for questioning.
Boris Koldincev, 34, and Diana Petrikeeva, 31, who had been living locally, were arrested for allegedly selling marijuana at Oh Chheuteal beach on Monday night.
Colonel Bour Sothy, deputy chief of the provincial police, described the pair as active drug dealers and said they had long been suspected of selling drugs at nightclubs and beaches.

Russians Arrested After 2 Kg Marijuana Seizure
May 3, 2017
Police arrested two Russian nationals in Sihanoukville before they could transport more than 2 kg of marijuana to Vietnam by bus, authorities said on Tuesday.
Boris Koldincev, a 42-year-old suspected marijuana dealer who had been under investigation for months, was detained on Monday morning in the city’s Buon commune, said Sun Sophat, deputy provincial police chief in charge of drug crimes.

At Mr. Koldincev’s rented apartment, police found the drugs and arrested his girlfriend, Diana Petrikeeva, 30.
“The suspects confessed the marijuana belongs to them and they were attempting to send it to Vietnam,” Mr. Sophat said.

The deputy chief said efforts had been made to conceal the marijuana by packing it in plastic bags, which were wrapped in more plastic, then placed into a backpack and packed into a suitcase surrounded by clothes.

Police confiscated 2.1 kg of marijuana, a camera, two scales and two bongs from the apartment, where the couple had lived for five months, Mr. Sophat said.
Documents were being prepared on Tuesday to send the pair to court, he added.

If willing to negociate, Police will openly tell you the exact same thing. Their willingness to negotiate and agreeable price will therefore only remain valid until journos put the story out.
If still possible the money requested as this stage can easily fetch higher than what is needed in a court process making it nearly impossible for most offenders to walk out without easy access to a serious emergency cash fund or someone willing to loan it to them in a matter of hours.

However while for other drugs offences once indicted, there is no way out until convicted and most jail time has been served, I believe for some Ganja offenders it is still possible to fall under the radar after a few weeks behind bars before court proceedings.

I could be wrong though as these impressions from direct personal observations in the police precinct/court/jail go back a few years already.
