Russia to help Cambodia build capacity for nuclear power

Nov 26 Russia will help Cambodia work towards building a nuclear power plant under an agreement the two countries signed this week, said Sergei Kirienko, the head of state nuclear firm Rosatom.

Cambodia depends heavily on imported fuel and power. Electricity in the country is among the most expensive in Southeast Asia and a common source of complaint from investors.

"The Cambodian government is mulling, in future, a nuclear power station construction," Kirienko told reporters on Wednesday when asked about the agreement.

Cambodian energy officials declined to comment on the deal on Thursday.

The agreement was signed during a visit by Russian Prime Minister Dmitry Medvedev to Cambodia this week. His visit was the first to Cambodia by a senior Russian politician since 1986.

Under the terms of the agreement, Russia will provide expertise, research and training to Cambodia.

"Perhaps, it is better to begin with a research reactor and a research centre in Cambodia," Kirienko said, noting that Russia has concluded a similar agreement with Bolivia.

"All emerging economies are now facing a key issue: for a normal development they need a reliable, cheap and guaranteed source of energy," Kirienko said.

Other agreements signed on the trip covered a range of issues such as monitoring Cambodia's financial system and measures to combat money laundering.

Cambodia is seeking $3 billion in foreign investment to build six hydropower plants by 2018 as it seeks to keep up with rising domestic power demand.

Cambodia, Russia continue discussing nuclear energy plans
A November pact with Russia that first raised the possibility of nuclear energy in Cambodia is still being quietly pursued.

Next week will see the second meeting of a Ministry of Interior working group dedicated to coordinating cooperation with the Vladimir Putin-led government in the realm of nuclear applications, ministry officials said yesterday.

“There will be some follow up and discussion on how to implement the memoranda that were [finalised] in May,” said Environment Ministry spokesman Sok Kean.

On May 17, Cambodian officials officially signed off on eight agreements with their Russian counterparts during an ASEAN-Russia summit, including two memoranda related to nuclear energy.

Cambodian and Russian officials yesterday met to discuss how the two countries can bolster the Kingdom’s capacity to develop nuclear technology.

“We are going to focus mostly on human resource development to attract youth to the fields of science, math, physics and engineering, and we’re going to establish an information centre for nuclear technology,” confirmed Sok Kean, a Ministry of Environment representative.

Plans to establish a nuclear technology info-centre in Cambodia were first floated in 2015. The two countries later signed a series of memoranda to solidify their cooperation. But officials say that nuclear energy remains a long way away...

Atomic energy pact with Russia
Cambodia and Russia will sign an agreement on the peaceful use of atomic energy later this year in Moscow, according to officials. Foreign Ministry secretary of state Ouch Borith and Russian Deputy Foreign Minister Igor Morgulov yesterday took part in a three-hour closed-door meeting in Phnom Penh.

The pair discussed ways to strengthen ties and cooperate on issues including drug trafficking, military technology, atomic power development and education, among other areas.

After the meeting, officials told the media that Cambodia and Russia will reach seven different agreements this year, including one on how to use atomic energy for peaceful purposes.
