I haven't been in Heart Of Darkness for about 10 years. It was a great place back when there weren't many choices, way before then. It went a bit downhill with violence though, especially after that guy got executed on the dance-floor in 2005 and they rebuilt it. I hear it's totally gay now, which is all great but not really interesting to me.
As for the riverside thing, you have to be kidding. There are some really annoying dealers around the junction of 178 and Sisowath Quay. I had some issues with them over the years but I wouldn't advise anyone to push it with them either. I just avoid the area and ignore them when they come up in my face offering skunk or whatever bullshit. If you sit down at any restaurant around there you will witness these guys offering drugs to almost anybody passing by. It's kind of hilarious and tragic at the same time to see these old couples wandering along the riverside and then suddenly getting offered weed and smack and pussy. It happens in every city but I don't think that's a good look just 50 meters from the park in front of the palace. At the same time, even though I've never actually had a happy pizza I'd like those places to keep on going. Happy pizzas and dealers go hand in hand.
