Well to be honest, yes it did. I was heavily involved in the project for a long period and I know first hand that many (100's) of local unskilled workers actually became 'skilled' and qualified in trades as a result. One example being the re-bar tieing guys, who actually earned themselves jobs in Singapore as a result of the project and probably earned way more than they would have in years by doing a short stint over there.

Also, apart from the few Chinese sub-contractors brought on board, the workforce was huge majority local, albeit expat managed. I am sure a lot of them bettered themselves as a result.

Not saying it happens all the time, but I did witness it in my experience.

Do you happen to know what their take-home pay was? And who was responsible for the quality control of their work? Hundreds of workers is a lot of nontalent to keep an eye on.

re bar tying guys r skilled workers :facepalm: its like saying hole diggers r skilled workers too, as for singapore is so fucked up that they will take any blokes who hv half a brain n work for pittance

I guess take home was industry standard whilst in Cambodia. Circa 175-250 p.month for unskilled, more for the skilled. I know what we paid our staff, but these were well qualified local PM's and Site Managers. As for QA/QC, all supervision and inspections were done by well qualified expat managers, Korean Snr Managers (being a Korean Contractor) and international consultants periodically.

Not saying it wasn't a struggle, but the Khmer workforce were way more eager to learn and adopt new skills than some of the nations I've worked in. In my opinion anyway.
