One's immediate reaction is vicarious fury - "How dare they build this when lots of people don't have clean water / places to live / medical coverage" but then a little sense emerges ... think of how many quite poor rural people
will come to build this and how much in wages they will be paid - and other people will sell them rice and noodles
and so on.
Certainly hundreds, and possibly thousands, of jobs will be created for the poor, plus lots of people will learn
better-paying skills like tiling, electricity and plumbing.

believe it when I see it. there's 4 really big buildings going up just north of the Oly. stadium.
In fact, from my condo windows I can see 6+ big buildings going up.
quite a building boom to be sure.
Can't figure they'll be able to fill them all up

Oh, yes, the favourite response of dodgy developers, trickle-down economics, aka piss on the poor economics. How's that working out for the poor in America and Europe? People will learn better-paying skills? Yeah, right. They will bring in fully-competent workmen, most of whom will be Vietnamese immigrants and they will pay local apprentices/hired labour minimum wage to work in extremely dangerous conditions.
You forgot to mention how rents/services/etc will rise in the surrounding area, which will mostly benefit the rich.
And when the building is finished - if it is ever finished (witness fool's Gold Tower), they will simply be told to bugger off.
Let's call a spade a spade, right, or in this case a trowel.

all the big projects use builders from China. i think the locals do not have the skills.
plus, the money and engineering comes from China, so how could they communicate with local workers?
