I cant believe this;
In its latest measure to contain the spread of Covid-19 in the Kingdom, the Ministry of Labour and Vocational Training has ordered all factory owners in Phnom Penh and the provinces to make a list of employees who took leave and returned to work despite the ban on travel between provinces and Khmer New Year holidays being postponed.

The list must be submitted to a labour inspector daily and the workers quarantined for 14 days.

In a stern warning to comply with the order, the ministry said employees who fail to comply could be fired without any compensation from their employer.

So a great way for the employers to get rid of excess staff, as orders have dropped from buyers, WITHOUT have to pay any compensation. :stir:
The ministry said employers are not obligated to pay employees undergoing quarantine if they took leave without permission.

However, if employees had permission to take leave, they are entitled to a payment equal to seven days’ wages during their quarantine.
The ministry said: “Any worker who does not comply with the quarantine measures or violates the above measures and causes fear among other workers can be forced to resign without receiving any payment of benefits from the employer,” it said.

Last week, authorities confirmed more than 15,000 employees in Phnom Penh had taken leave during Khmer New Year.

That was announced on the 9th of April before KNY.

Yes, this was announced before KNY. It sounds harsh, but the order from up high for factory workers not to go back to their villages for NY was pretty obvious, so this is no surprise.

The first sentence makes no sense as you can't contain the spread of something that is not spreading . Typical though considering the source.

I’m always prepared to stand corrected :bow: that’s what I get for speculating and making assumptions (fwiw, I was thinking along the lines of garment factory and agricultural workers)

I don't know about agricultural workers, but factory workers will almost certainly have a well defined contract. The garment sector, in particular, is quite unionized.

This thread is old news now, but at the time, the point was to stop the annual Khmer New Year migration of the population from the cities to the countryside. You have to see it in context. At the time, the big annual Chinese New Year migration was being blamed for spreading coronavirus throughout China and overseas, so IMO it was a logical decision by Cambodian authorities to try to prevent the population from moving around the country and spreading the virus.
Maybe, looking back, the shutdown on travel was not necessary, but this happened in April at Khmer NY, and nobody at the time could have guessed that thousands of Europeans would die while Cambodia would be largely spared. (So far anyway.)
