I understood the free HIV testing as a good opportunity for people who otherwise would not go for testing due to lack of money, stigma in their village, or simple lack of availability where they are living.

I have it on good authority that at least 1000 of those condoms have been set aside for distribution to Jamie Lambo upon his return to the Kingdom.

He explained that after collecting the samples, the staffers took them to a nearby laboratory, where a quick HIV test took only 15 minutes to run. Those who tested negative would be informed quickly, while those with positive results would be asked to come into the NGO’s office for another blood test. If the diagnosis was confirmed, they would quickly receive medication and counseling.

i know it can take several weeks for the virus to become detectable from the time of infection, can take up to 3 months iirc for it to be detectable in your system, maybe thats what you meant?

Indeed, but apparently that Rapid Test can give preliminary results much quicker. Maybe it gives a lot of false positives and then people go back for a more thorough blood test.
