I think that we all know that economic relations between countries have very little to do with democracy and human rights. One possible answer to the EU trade favors to Vietnam is that they are not asking for handouts. Cambodia temporary preference changes
The European Commission has decided to withdraw part of the tariff preferences granted to Cambodia under the European Union’s Everything But Arms’ (EBA) trade scheme. Cambodia is also listed as a beneficiary country of the general arrangement under the GSP Regulation.
The temporary withdrawal of tariff preferences and their replacement with the EU’s standard tariffs will affect selected products.
You can find further information on the changes in Regulation (EU) 2020/550 of 12 February 2020.
You can find the HS codes affected here, see Article 1, page 12.
The temporary withdrawal referred to in points (1) and (2) of Article 1 (EU) 2020/550 does not apply with respect to imports of products that are already on the way to the Union on 12 August 2020, provided that the destination of such products cannot be changed. In this case, a valid supporting document under the form of a bill of lading will be required.
These changes apply from 12 August 2020.

EU curbs Cambodia's trade access over human rights
(BRUSSELS) - Some of Cambodia's typical export products to the EU, such as garments, footwear and travel goods became subject to EU customs duties as of Wednesday over increased concern about human rights.
Cambodia's duty-free quota-free access to the EU market under "Everything But Arms" (EBA) – the EU's trade arrangement for Least Developed Countries – has been temporarily lifted, the Commission says, due to "serious and systematic concerns related to human rights ascertained in the country".
Trade Commissioner Phil Hogan said the EU's continued support did not diminish "the urgent need for Cambodia to respect human rights and labour rights." He added that the EU would restore fully free access to the EU market for Cambodia products "provided we see substantial improvement in that respect".
The withdrawal of preferential access to the EU market concerns approximately 20% of Cambodia's exports to the EU. Cambodia may still export those products to the EU but they will be subject to general tariffs applicable to any other member of the World Trade Organization. The remaining 80% of Cambodia's exports continue to enjoy preferential (duty-free, quota-free) access to the EU market.

Update to Tariff stop press notice 26
Tariff stop press notice 26 gave information on the temporary withdrawal of preferences on certain products originating from Cambodia under the European Union’s Everything But Arms’ (EBA) trade scheme.
Commission Delegated Regulation(EU) 2020/550, Article 1, made it clear that this withdrawal does not apply with respect to imports of products that are already on the way to the Union on 12 August 2020, provided that the destination of such products cannot be changed. In this case, a valid supporting document under the form of a bill of lading is needed and must be declared on the customs entry using document code N705 in addition to the proof of origin document.
As this exception applies only to goods in transit, refer to Notice 826 paragraph 7.2 for information on claiming preference for goods in customs warehouse released to free circulation on or after 12 August 2020.
