To be totally clear - I haven't a clue what's up here. Police checking vehicles in SV for sure, but why ? All will become clearer with some proper translation hopefully. Probably just public relations - "weapons or explosives" - they're kidding.
This is from Huy Bunleng FBpage less than 1 hour ago; google translated:
Ville - this evening 05-04-2016 police office, as weapons or explosives in collaboration with the gendarmes are monitoring security of the general public in the streets in Sihanoukville. (Images and news from the provincial police)

i encounter a few times before in snooky when i return home late like in 1am or more, they are searching for weapons, drugs, stolen goods etc

Yes I did, miss it I mean,and sure there's nothing worse than explaining jokes to people who are humouristically ? challenged. (There must be a better word for this. Sounds like a congenital disease.)
BUT I did get that stopping tourists on motorbikes looking for explosives was a good joke. Just saying. Actually, I''m sorry I wasn't there. :plus1:
