UPDATE: During the extensive stop and search operation conducted by Sihanoukville police on 23 July, 2018, they were also searching vehicles for weapons, explosives and drugs. An unidentified male Chinese national was detained for being in possession of two illegal weapons, a taser and a steel baton. They were both confiscated by police.

Its probably more of an issue of carrying it in a vehicle or on his person than buying or keeping it in his home. Although they probably fleeced him a bit, he will just have to sign a thing saying not to do it again.
