There is not much progress on the new bridge in the original article, considering that we are now over one year through the 48month construction period.
They did complete a temporary steel bridge close by in good time.

The Americans built highway four in the fifties and the French built the port. The road construction was difficult through swampy areas especially and a lot of work had to be redone. But the Americans left behind all the plant and had trained many locals in operating machinery.

The temporary opening of the Cambodian-Japanese Friendship bridge has been confirmed for 3 April 2019.

Cambodian-Japanese Friendship bridge to re-open next month
The Cambodian-Japanese Friendship Bridge will be temporarily opened to ease traffic flow during Khmer New Year next month, a Public Works and Transport Ministry official said on Tuesday.
Chhim Phalla, the ministry’s department of roads director, said the bridge will be inaugurated on April 3 after rehabilitation work is completed ahead of schedule. He said that Prime Minister HE will preside over the inauguration.
Mr Phalla was interviewed by reporters who were taken to the bridge rehabilitation project site in Phnom Penh during a press tour programme organised by Japan International Cooperation Agency and the Japanese embassy on Tuesday.
Mr Phalla urged the public to help preserve the bridge, noting that the project started in March 2016 and was scheduled to be completed only on June 14.

They didn't quite "leave behind the plant".
