I think you're making the mistake of comparing the education system in Cambodia to literally any other country on earth. It's an easy mistake to make.

First, remember that Pol Pot's agenda included murdering any educated person in the country, and he was quite successful at that. Then, be aware that education WAS the domain of the monks, but the number of monks has strongly declined for historical (KR) reasons, and some would argue so has the quality. Government school teachers are horrendously underpaid to the point that it's unremarkable that kids have to take small money each day for the teacher, or they won't get taught. Further, there is a shortage of schools in built-up areas, so kids time-share the schools for half of each day, attending in the morning one month, and then the afternoon the next. Until last year, it was normal for students to buy the answers to their exams as the exam started, although the government seems to have noticed a correlation between that, and a steep reduction in aid dollars from other countries for education programs. Etc.

Now to the point of your questions. Year 12 certificates are given to everyone who attends year 12 - regardless of grades, and including fails. This is not uncommon, it's just an attendance and grades sheet. Passing or failing is a secondary concern. If you do well, you can enter a bachelor program at university. If you don't, you do a bridging program for a year (for a set of fees) and then enter a bachelor program at university.

Now, in addition, don't confuse your awareness of the university industry with what happens in Cambodia, that's a whole other thing.

Here's a quirky little observation - the girls on the team that just passed Year 12 were given a book of badly written English essays for their English unit, and told to read and memorise the essays. Without first being taught to read or speak English.

Committee to address student complaints
13 September 2018
The Education Ministry today received hundreds of complaints filed by students who were dissatisfied with their results in the 2018 national exam.

In a statement, the ministry said that in response to the complaints, a committee comprised of ministry officials has been set up to address the situation.

“We have created a committee to address the issues students have brought up regarding their national exam results,” the statement said. “So far, the ministry has looked into numerous issues reported by the students and their parents. So far, the ministry has received more than 500 student complaints.”

Detailed result announcement of Phnom Penh and Kandal will be announced Sunday afternoon and other provinces tomorrow.

After many students did not accept the result of exam, The ministry of education decided to check the data of all students’ score that they inserted before.
Ministry of education updated new result,the last result is mistaken by computer program error.Now grade A students increased number to 408 students.

Phnom Penh (FN), Sept. 13 - The number of Cambodian Grade 12 students passing the National Examination 2018 (Bacc II) has increased from 75,059 to 76,034 due to system error in the previous announcement, according to the ministry of education's press release dated on Thursday.

"A" graders also increases from 290 to 408.

Explaining anything that's beyond their expectations/experiences is pretty tough. :stir:
The Khmer live here. They know how the system works in the KOW. Status and face are important. Lexus IS a much bigger status symbol than Toyota. A car is driven around (and seen) much more than a house. USA loans are amortized over 30 yrs at 3-4% doubling and tripling the cost of the original loan, despite a lower monthly payment.

The locals are best suited to take advantage of their system.

Extreme short sightedness got them through Pol Pot.

The problem is now adjusting to a new paradigm of the world market which emphasizes education and long term planning.

Even plenty in good old USA miss the mark and get trapped in the cycle of payday loans and living beyond their means.
