What would they do with all the people who were vulnerable to corruption?

Where do you accommodate 14 million people?

That said, I don't see it as beyond reasonable to think these may be getting shipped off to a nice CPP brainwashing camp where they're turned into loyal little voters for the next election cycle...
The CPP knows that blatant fraud/etc are now being watched for a little more closely... how better to pad the vote boxes than to pad them with real live indoctrinated voters!?

Nah. If they end up in a government facility, it will be a very unpleasant place where they will not learn to love their captors. The articles say they are to be given to PSE and Mith Samlanh, but we'll see if that really comes to pass.

If there is genuine concern about the fate of these people that are being rounded up, it is better to address what is really going to happen to them rather than these fantasy scenarios. This has happened several times before, and the workings of the system are not particularly mysterious.

I noted that PSE was not slated to begin accepting them until July according to the article. Real shame if the NGOs don't have the money/space to help out. The government facilities that they could end up in are horrendous.
