In a case widely believed to have been a state-sponsored hit, the more surprising news was that the court has not closed the case, and is still investigating two suspects—one named “Pou Lis,” which sounds like the word for police in Khmer, and a gun-dealer named Chak.

The Phnom Penh Municipal Court has started a second investigation into Kem Ley’s murder even though the killer is behind bars doing a life sentence.
Deputy court prosecutor Ly Sophana said the second case was to discover who introduced the killer to Mr. Ley and how the man obtained a Glock pistol.

The case was split from the original murder trial for the sake of expediency, Mr. Sophana said.
“We are still investigating this case, but I cannot go into detail because the investigation is confidential,” he said.

Case Against Chevron Proceeding, Rainsy Says
June 30, 2017
Former CNRP President Sam Rainsy said on Thursday that his legal action against Chevron in a U.S. court would continue, despite the oil giant claiming it did not have the security footage from the Phnom Penh Caltex station where political analyst Kem Ley was murdered in July.

Chevron, which owns Caltex, sought to quash Mr. Rainsy’s case after the company responded to his original request for the footage by saying the Cambodian government had confiscated the only copies.

Wife, children of Kem Ley ‘get asylum in Australia’

The wife and children of slain political analyst Kem Ley have been granted asylum in Australia, according to her brother Bou Channy.

Channy yesterday said Bou Rachana, whose husband was murdered almost exactly a year ago, and her five young boys were recently granted political asylum but are waiting on visas to Australia. The development was confirmed by an Australian source close to the case.

The news comes before a weekend of memorials dedicated to Ley, a revered and outspoken analyst and government critic. On July 10 last year, Ley was shot dead in broad daylight as he sat drinking coffee at a gas station in Phnom Penh.

The shooter, Oeut Ang, was sentenced to life in prison, but observers, and opposition figure Sam Rainsy, have said Ang was a fall guy in a politically motivated assassination.

In August last year, Rachana, then pregnant with her and Ley’s fifth child, fled to Bangkok and sought asylum in a third country...

Takeo (Cambodia) (AFP) - Thousands gathered on Sunday at the grave of a prominent Cambodian critic who was gunned down a year ago in a murder that sparked widespread anger and scepticism over the alleged killer's motives...

"I don't know whether they made up that debt story but I don't believe it at all," Kem Ley's 77-year-old mother Phok Se, told AFP as well-wishers began gathering at the family home in Takeo province.

"There has been no justice for us so far," she added, echoing the sentiments of many at the ceremony which saw Buddhist monks chant prayers as devotees made offerings around the grave.

In Phnom Penh police stopped mourners from placing flowers at the petrol station cafe where Kem Ley was gunned down...

Chevron to hand over Kem Ley files

Petroleum giant Chevron has agreed to hand over files that could relate to the murder of analyst Kem Ley at one of the company’s Caltex stations, after a United States district court ordered a search of terms such as “assassin!” and “HE”.

The news follows a months-long fight, launched by ex-opposition leader Sam Rainsy and plaintiffs at the International Criminal Court, to secure records they believe could indicate government involvement in Ley’s killing and absolve Rainsy of a defamation conviction.

According to an order released by the Northern District of California Court on Friday, the company must hand over any documents and electronic communications used by two managers tasked with visiting the scene of the crime.
It also requires information about country managers who may have communicated about Ley’s killing with any Cambodian government officials or agents...

US court again orders Chevron to cooperate in Kem Ley case

A United States district judge has again ordered oil giant Chevron to turn over files it may possess relating to the assassination of political analyst Kem Ley – and to give exiled former opposition leader Sam Rainsy permission to use the material in ongoing legal proceedings.

The court previously ordered California-based Chevron, which owns the Caltex petrol station where Ley was killed, to turn over the material in August after Rainsy filed the document request at the court, but the two parties were unable to agree on the terms of the handover.

The order, signed by Judge Donna Ryu of the US District Court of Northern California on Wednesday morning, gives Rainsy the right to use the Chevron material in two ongoing cases: a complaint filed by Rainsy at the International Criminal Court accusing Cambodian officials of crimes against humanity, and a pending appeal of a defamation conviction against Rainsy initiated by Prime Minister HE over the former’s claim that Ley’s murder was an act of “state-sponsored terrorism”. It also requires the parties to agree on the terms within a week.

Family of slain Cambodian analyst granted refugee status in Australia

PHNOM PENH: The family of slain Cambodian political analyst Kem Ley has arrived in Australia after being granted refugee status there, an Australian lawmaker's office said, more than a year after fleeing home in the wake of his brazen murder.

Kem Ley, a popular analyst and critic who dabbled in grassroots political organising, was shot at point-blank range while having his morning coffee at a gas station cafe in Phnom Penh in July 2016.

"The Australian government granted them visas on Wednesday, 14 Feb, 2018 and they arrived in Australia on Saturday, 17 Feb," the office of Victorian state MP Hong Lim, who helped with the application, told AFP.

A Twitter account created after Kem Ley was killed posted a photo of his widow, Bou Rachna, and their five children after their arrival in Australia from Thailand, where they had spent the last 15 months...
